“7.t is true,” he said, “that once
a student has received his pre
induction notice, he is no longer
permitted to enlist in the serv
ice of his preference. There have
been many indications, including
a dispatch from Washington this
afternoon, that this regulation
may be changed, but it is still
in effect.”
He warned students against
dropping out of the College with
out formal notice, because doing
so would jeopardize academic
standing and credits. Students
dropping should file forms with
the dean of men, he said.
Marshall UMT Plan
Turning to possible permanent
plans of universal military train
ing, he said the one most likely
to be put in effect in large part
is Secretary of War Marshall’s.
“This measure would become
a permanent part of the fabric
of American life,” the President
said. “It is a new type social in
strument which would be with
us forever.”
The plan, which President
Eisenhower said he viewed with
grave misgivings, would induct
all 18-year-olds for four months
of basic and 23 months of regu
lar service, with three to six
years in the reserves mandatory.
The plan would bring in some
800,000 18-year-olds annually.
Fifty thousand of these would be
assigned to ROTC units after
their basic training.
For the first three years of
the plan, 75,000 additional men
could enter college after basic
training. This quota would then
be dropped, under the assump
tion, which the President says he
thinks may be unwarranted, that
then men who had completed
their service would begin enter
ing college. Besides, this tempor
ary group, 50,000 men on active
duty would be assigned to special
training in colleges annually.

Jan. 19.
