PAGE TWO Tuesday's Query To help student voters decide which way they’re going to vote in Tuesday’s controversial soldiers’ bonus question, and to throw more light generally on the issue at hand, we set down here a few prime points: —A bonus for World War II veterans has been considered in some form by all five of the 48 states in the nation. Seventeen have authorized or paid'a bonus, 22 have rejected a bonus proposal and four—including Pennsyl vania—are in the process of acting on the question. —ln 13 of the 17 states where a vets’ bonut has been approved, the approval was given in the form of a referendum vote, and in the other four states the bonus was adopted by legislative action only. Cash bonus referenda are now pending in four other states besides Pennsyl vania. —OF THE 22 STATES where a bonus pro posal was rejected, 18 had the measure defeated in the legislature and five were rejected in referenda. In five other .states, the legislatures have not been required to act upon, or the people to vote upon the issue. Pennsylvania's proposed bonus is one of the most liberal both in benefits and eligibil ity requirements, of 17 states that have adopt ed a World War II veterans' bonus program. —The proposed $500,000,000 bonus for vet erans of World War II is the largest bond issue ever proposed in the history of the state. It is more-than double the total state receipts for the year 1947-’4B, and triple those of the pre-war year 1940-’4l. —THE STATE LEGISLATURE made no pro r visions for financing the proposed bonus. Gov. James H. Duff, who has endorsed the proposed bonus, said it “can only be paid by funds raised by taxes.” —Certain groups have advanced three meth ods of providing revenue to pay for the bonus— income tax, pari-mutuel betting on horse racing, and a sales tax!. Twelve different kinds of taxes are being utilized to finance the bonus in states which have adopted such a program. _ —lf the bond issue for the bonus is approv ed by a majority of those voting on the ques tion Tuesday, Pennsylvania will assume the largest debt in its history and the second larg ' esl of any state. PENNSYLVANIA "You'd never guess that come election day Otis never bothers to vote” The football game at 2 p.m. will bring Penn State to Morgantown for its first Homecoming appearance in many years. Half-time cere monies will include crowning of the Homecoming Queen. A crowd of 25,000 is expected at the stadium. Senate has come up with another good move. Its Athletic Commit tee has been authorized to deal for reciprocal tickets. This would allow students from other schools to gain admission at the Stadium for a reduced price, and allow bur students the same privilege at away games. Our Stadium almost always has the room, to accommodate more on the visitors’ side. The reduced price would be a' court'esy that the University could easily extend. More faces in an otherwise blank ex panse of stands would also be reflected in larger' box office receipts. Our students might find it more practical to attend away' games with the reciprocal ticket deal in effect. It is shocking that two girls supposedly in pursuit of an educa-.. tion would Violate'the sacred trust that our fore fathers have handed down to us, and would at-,, tempt to uproot the very foundations of our democracy.. Free Enterprise is at stake! .In their, letter the two girls openly admitted that they are afraid to compete on an equal basis with the average American girl, and inferred that they < were unable to meet the rigorous requirements of a free market. , Either they rescind their statements or we " Will assume that Free Enterprise is doomed. • Names Withheld l ,^i/| •I TO THE EDITOR: The recent exchange of ! views in the “Safqty'Valve” concerning the pro posed Pennsylvania bonus, brought very little to , light about the financial aspects of the proposed bill. Instead certain advocates of the bonus have politely suggested that the only people who 1 * should have any say about the bonus are those who have plenty of overseas time. Such a policy means “taxation without representation” which 1 happens to have been one of the causes of the war that created this great country. The proposed bill provides for the payment of many millions of dollars to veterans of the Commonwealth. -Many millions more will be ■ spent in the administration work necessary for such an undertaking. Our grandchildren are put- , ting us through college now, and should the soldier’s bonus bill be adopted, their grand children will provide the few hundred dollars that we' will receive.
