At the bottom of mimeographed sheets passed out to students and townspeople on the streets of State College are these words: ‘lssued by the Communist Party Club, Penn sylvania State College.” If there is such an organiaztion on campus, we question its right to identify itself with the College, for no more complex reason than this: No charter has been granted by the College to a Communist Party Club. It is the hight of the College Senate to grant charters to student organizations. This right is delegated to the Senate Committee on Student and Staff Welfare. An inquiry reveals that no formal charter has been granted by the Committee to a Communist Party Club and furthermore, that no charter application has been made. Therefore, the view of the College on this group passing out literature identified with the College is probably that it is a clear-cut violation of established practice. No doubt there are court records which uphold the right of an institution to control use of its name. In the light of this, a “Communist Party Club” (if it exists) has no right to attach the name of the Pennsylvania State College to its literature, and should forthwith end •uch a practice. Book Exchange To Open May 25 Students may turn in their used text books to the Student Book Exchange from May 25 to June 1. The Exchange will oper ate in the BX room at the TUB, from 9 a.m. to 5 p.m. Although the Exchange does not buy any book, it serves as a centralized agency where students may purchase or put up for sale their own used books. Only those texts currently in use at the College will be ac cepted at this time. No books will be sold until the beginning of the Fall Semester but students may turn in texts either now or in the Fall. Ag Students Vote On Fee Increase Agriculture students have been requested to vote on a proposed 50-cent increase in activities fees by Penrose Hallowell, chairman of the Fee Increase Committee., Voting will be held in the Ag Building lobby between 8 a.m. and 5 p.m. today and tomorrow. Registration of voters will take place immediately preceding the voting. The revenue derived from the proposed increase will be used to support the Penn State Farmer, Ag student magazine, which will publish six issues beginning Oc tober 5, and will give a student a free one-year subscription. In addition, the added capital will help support Ag Student-Faculty mixers, convocations, picnics, dances, and other student ac tivities.
