FRIDAY, OCTOBER 3, 1947 Land Grant College Officials To Discuss National Problems National problems as they relate to higher education will get the full attention of the American Association of Land-Grant Cot leges and Universities at its meetings November 10 to 12 in the Wil lard and Washington Hotels Washington, D. C., Dr. Ralph Dorn Hetzel, president, said. In senate meetings and in general assembly, officials of these land-grant universities will dis cuss such timely topics as uni versal military training, federal aid to higher education proposed legislation on the National Sci ence Foundation, veterans' affairs in general, and the proposed fed eral department of health, educa tion and welfare. "Because of the public charac ter and the traditions of public , service, which have developed about our land-grant colleges and universities, they are destined to grow in strength and influence," Dr. Hetzel predicts. But in addition to meeting the current problems resulting from the influx of thousands of veter ans, Dr. Hetzel, who also is presi dent of the Pennsylvania State College, believes our institutions moat also look to the years ahead. "A flew concept recognizing students as individuals is appar ent, and new emphasis must be placed on the humanities if we are to prepare our young people for thew place as citizens Of the world," Dr. Hetzel said. Before the general sessions of the association begin, committees will convene in preliminary meetings on November 7 to 9. Special, unit meetings also are scheduled for the agricultural, engineering, home economics, and the arts and science divisions, Dr. Russell I. Kurtz, who has been appointed professor of psy chology at the College, comes to Penn State from Michigan State College. A graduate of Stanford Uni versity, Dr. Kurtz served as a re search assistant there. then joined the faculty of Ohio State University where he received his doctor of philosophy degree in 1930. After leaving Ohio State, Dr. Kurtz became an assistant in per sonnel research for the Civil Service Commission; a statisti cian for Procter and Gamble Co., Cincinnati, Ohio; research asso ciate for the Life Insurance Sales Research Bureau, Hartford, Conn.; and a lecturer and asso ciate professor at Yale Univer sity, New Haven, Conn. In 1942, Dr. Kurtz was named project director for Radio Code Research Project in Chicago, 111., and then became research asso •ziate. for Life Insurance Manage ment Association, Hartf or d, Conn. During the war, he served as expert consultant to the Sec retary of War in the Adjutant General's Department. Dr. Kurtz has contributed ar ticles to numerous magazines and has done extensive research in the development of selection rests and procedures for life in surance salesmen and sales man agers.
