The masses of German people, he explained, follow leaders such as Hitler only because of confus ion, fear, and coercion. Democ racy, he believes, could be suc cessfully established with allied help. "Even if the allies maintained military rule in Germany• for the _next 50 years," - the German pro fessor emphasized, "only chaos could result from a plan for dis memberment."
