Any student is eligible to run for president or treasurer of the semester in which his college credits place him. The registrar's office shall be official in determ ing a student's semester rank (1, 2,• 3,4, 5,6, 7,8). Article IV—Clique Organization A clique must file a complete membership list with the Elec tions Committee. This list must designate the official clique chair mat and the other clique officers together with the name and se mester of every clique member. This list must be signed by the clique chairman and the clique secretary. This list must be turn ed into Student Union by 4 p.m. November 14, 1944. Additional names of clique members may be filed only with the permission of the Elections Committee Chairman. 'Upperclass men may not have any contact with Ist semester freshmen con cerning upperclass elections and campaigns. Article V—Method of Nomination A regular student meeting the above requirements of scholar ship and semester rank will be eligible for nomination of presi dent or treasurer of his respective semesters To be nominated a candidate must receive a plurality vote, i.e., more votes for that particular of fice than any other candidate. The election will be carried on within the cliques. Clique mem bers will participate in this pre liminary election. The clique chairman will submit the names of all clique candidates tabulated on a single petition to Student Union by 4 p.m. November .14, 1944. The petition must be signed by the clique chairman and the clique secretary. Article Vl—Organization School Councils shall hold elec tions in the manner prescribed by the respective councils. All school council elections shall be subject to the approval of the elections committee. Article Vll—Organization• of Additional Cliques • Any group may form itself in to a •political clique providing it follows the requirements for or ganization in Article VI of this code and other regulations set forth. A group desiring to organize in to a political clique must arrive at •a name and specify that name to the chairman of the Elections Committee at least two days prior to the time that membership lists are to be handed in. The group must submit the membership list by November 14th. The clique must have an official clique chairman and secretary. In order to submit candidates for at least a majority of the semesters involved an that particular elec tion. One clique may not organ ize as a temporary body to sup port candidates for less than a majority of the semesters in volved in the election. Article Vlll—Methods of Campaigning An amount not exceeding- $25 may be spent by each clique for publicity purposes (purchases. of signs, handbills, cards, etc.) Do nations are included in this bud get of $25 and must not - exceed $lO. Cliques shall dispense with public ' address systems for cam paigning purposes. An additional $5 will be given to each clique by the Elections Committee to compensate for the former use of printed Elections Committee Posters. This $5 must be used to cover the cost of print ed posters and the cost of purchas ing additional photographs or prints. One poster will be sub mitted to the Elections Commit tee for use at the polls. This pos ter must not exceed 3 feet by 4. feet. The committee will meet with the candidates and clique chair man at 8 p.m. on November 20th in 318 Old Main to answer any questions, clarify the elections . code, or hear any complaints or code violations. The committee will meet again with the candi dates and the clique chairmen af ter the closing of the poles and before the counting of votes, at 5:00 p.m. on November • 22nd in 318 Old Main, when further com plaints will be heard. Only clique chairmen and the Elections Com mittee members may witness the vote counting. Two itemized expense accounts must be turned in to Student Un ion by noon November 22rid., for the approval of the Elections Committee. Budget I must state the- method of collection and the amount originally received, to gether with all clique expendi tures and donations. To be con sidered valid this budget must be signed by the clique chairman and secretary. A separate budget must be sub mitted designating the use which has been made of the additional $5 in an itemized form. To be considered valid, Budget II must also be signed by the, clique chairman and secretary. This amount must not in any way be used for personnel compensation. The. Elections... Committee re serves the right to penalize any clique for over-expenditure or use of the designated amount for pur poses other than those stated in this code. Milole' IX=Method• of Election The candidate receiving a plur ality of votes cast for a particular semester office shall be elected. Penalties will be levied by the Elections Committee at a closed meeting after the hearings. This session•will follow the open meet ing with candidates and clique chairmen after the closing of the polls. Article • X—Eligibility •to Vote . An official voting registration will take place at the-college reg istration (1, 2,3, 4,5, 6,7, 8). Each student shall fill out a form which will be filed• by the Elec tions Committee and used to check off each voter. This regis tration list shall be official to gether with the registrar's records. Article Xll—Violations Penalties of no more than 28 or less than 14 votes shall be in flicted upon the entire clique found guilty of any of the follow ing violations. Violation by any one of the candidates will result in the penalty being inflicted up on every other candidate of that clique. I—Electioneering in any part of Old Main by clique members while voting is in progres's. 2—Candidates in any part of Old Main other than the time necessary to cast their own bal lots. 3—Buying of votes, either with the promise of money or other forms of bribery. 4—Campaign posters in any part of .Old .
