The codes, released by Donald V. Davis '43, Election Committee chairman, follow: I- - ESiiivlAN ELECTION CODE ARTICLE I Time of Voting Voting will extend from 9 a. m. to Bp. m. Friday, October 9. The polls will be open through 'the lunch and dinner hours. ARTICLE II Place of Voting • Elections will be held in first floor lounge Old Main or the Ar mory, to be decided at a later date. ARTICLE 111 Eligibility for Office Second semester candidates must leave a "1" average to be eligible to run. First semester candidates must have passing grades in all courses, as evidenced, by profes sors' signatures. • ARTICLE IV Method of Nomination 'Any first or second semester freshman student meeting the above requirement shall be elig ible for nomination for a class of fice. To be nominated, a candidate must file a petition with the chair man of the Elections Committee by 6 p, m. September 29. A candidate for the position of president, vice-president, secre tary,- treasurer, or historian, must have a petition containing the sig natures of at least 100 voters of 'which at least 75 must be boys and at least 25 girls of the freshman class. Tuesday, October 6, with a Fresh man mass meeting. All candidates are required to be in possession of their approved petitions before their campaign may be started. For each party that has a candi date running for a major office, the All-College Cabinet, through the Elections Committee, will sup ply posters containing the party platform and pictures of the major candidates. There will be no other expense whatsoever incurred for campaign ing. ARTICLE VI Eligibility To be eligible to vote, voters. must present their AA books and their matriculation cards which will be checked with the registrar's list procurred before election.. AA books will be - punched by check ers and the voter's name will be crossed off the list.. Those who have lost their AA books or matriculation cards may be eligible to vote upon presenta tion of a note from Dean A. R. Warnock's or Dean Charlotte E. Ray's office certifying that they are regularly enrolled freshman students. Two year agriculture students in their first year may vote for the freshman offices. ARTICLE VII Party Affiliations Party affiliations, if any, of each THE DAILY COLLEGIAN candidate will be placed upon the ballot. It is not necessary, how ever, for each candidate to have a party affiliation. One approved member of each Harty designated by the party chairman, will be permitted to sit at a table in the lounge with mem bers of election committee for pur pose of writing down names of every freshman who votes. Lists may be received by party chairmen every hour on the hour. ' Penalties for violation of code Will be left to the discretion of the freshman election committee; the penalty not to exceed 50 votes. • 1. Electioneering in the build ing where polls ate located while voting is in progress. 2. Conversation by party check ers with voters before voting. 3. Any campaigning prior to the stipulated time for campaign. 4. Faulty petitions or negligible candidates. 5. Unfair campaigning follow ing an initial warning. 6. Use of cars or posters other than those provided by the com mittee. JUNIOR ELECTION CODE The special junior class election shall be governed by the rules reg ulating the freshman election, with the following exceptions: 1. The election committee shall provide no printed posters: indi vidual junior class parties may make their own posters, as long as they involve no expense. ' 2. The first paragraph of Arti cle IV shall be changed to read: "Any second semester junior meet ing the above requirement shall be eligible for nomination for a class office." Collegian took pleasure in dealing with this type of witty complaints, and will take full measures to prevent their popularity in the future. Of the remaining 35 percent of the complaints, nearly half were from rooming and boarding houses, in which cases, Collegian believes and is investigating, the papers are either "borrowed" by other mem bers of the same house, or are picked up from front porches by early morning passersby. Most gratifying fact of all dis covered in the checkup on Sum mer semester circulatiOn was that average total complaints repre sented less than two percent of all the daily _c,lrculation during the Summer period. Although these results are en couraging, Collegian's greatest fear now is the probability of com plaints and the resulting lack of confidence which may arise pre sently because of mistakes inad vertently encountered in record ing new Fall semester subscribers, removing expired subscriptions from the files, and the unbeliev ably complicated deluge of changes of address will pour in for the next three weeks.
