The complete text of the 1941 all-College Elections Code fol lows. Sections in bold type in clude additions or revisions to the 1940 Code. ARTICLE. I Time of Voting Voting will extend from 12:30 p.m. Tuesday, March 11, to 8:00 p.m. Thursday, March 13. The polls will be open from 12:30 p.m. to 8:00 p.m. on Tuesday, Wednesday, and Thursday, March 11, 12, 13. These hours may be extended if, in the opinion of the _ Elections Committee. such extension is ne cessary in order to give everyone an opportunity to vote. . ARTICLE Place of Voting Elections will be held in the first floor lounge of Old Main. ARTICLE 111, Eligibility for Office All candidates shall be required to have a one (1) average for his entire college career. The Regis trar's list shall _be official in de termining the candidate's average. • ARTICLE IV Method of Nomination Any regular student meeting the above requirement shall be eligi ble for nomination for _ any all- College or class office. • - To be nominated, a candidate must file a petition with the chair- Man of the Elections Committee by 12 noon Tuesday, February 25 A candidate for the position of All-College President or All-Col lege Vice-President must have a petition containing the signatures of 200 voters. 25 per cent of the signatures must be women's. A candidate for the position of Pres ident, Vice President, Secretary, or Treasurer of classes must have a petition containing the signa tures of 100 voters in his or her class, 25 per cent of the signatures must be women's. School Councils shall hold elec-t tions in a manner prescribed by. respective Councils. However, all Councils shall sub mit their methods of holding elec tions for approval at the Commit tee by or on March 15. The chairman. Accompanying the petitions must be a statement of platform. The Elections Committee shall ap prove all platfornis, but shall re serve the right to censor any pro visions which it may deem ridic ulous. Petitions for all candidates must contain a statement of their all-College averages. Pictures suitable for reproduc tion should accompany petitions of candidates for all-College offices and class offices. ARTICLE V Campaign The campaign will open 7:00 p. m. Tuesday. March 4. with an all- College mass meeting. All candi dates are required to be in pos session of their approved petitions before their campaign may be started. For each party that has candi dates running for major offices, the All-College Cabinet, through the Elections Committee, will supply posters containing the party plat form and pictures of the major candidates. Separate posters will be provided for all-College and class office candidates. In addition each party can spend up to $lO for each class slate and up to $5 for each candidate for All-College President and_ All-College Vice' President. The 'cuts purchased by the AU-College Cabinet for the posters will be supplied to all parties at no charge. On or before . 12 noon, Tuesday, March 4, each party must submit to the chairman of the Elections Committee its plans of campaign and an' estimate of all expendi tures. The Committee reserves the right to forbid any type of adver tising or campaigning which it considers unfair. • A final official itemized list of expenditures and receipted bills must be submitted to the chair main at 7:00 p. m. Monday. March 10. The Committee may at that time deal with any violations of those parts - of this code which deal with campaigning as it sees fit. ARTICLE VI Eligibility To Vote To be eligible to vote, voters must present their A.A. books and matriculation cards which will be checked with the Dean's list pro cured before elections. A, A. boks will be marked, by the checkers and the voters' names will be crossed off the list. Those who have lost their A. A. books.or ma triculation cards may be' eligible to vote upon presentation of a note from the Dean's office certifying that they are Tegularly enrolled undergraduate students. These names will also be checked off the Dean's list. Two-year Agriculture students in' their first year may vote for sophomore class officers and the all-College office. Two-year Agri culturd students in their second year may vote_for the all-College office only. Other special students will not be eligible to vote. Students with senior rating will be permitted to vote for the all- College office only. The Registrar's list shall be offi cial in determining a student's class in the College. • ARTICLE VIII Party Affiliations Party affiliations, if any, of each candidate will be placed upon the ballot. It is not neces sary, however, for each candidate to have a party affiliation.
