President Will Not Approve 1940-41
Activities Budgets; Says 'No Funds'
Only Other Changes Were Reduction In Numeral
Award Fund And Freshman Dance Appropriations
Using his power to overrule an all-College Cabinet decision for
the first time diming his year's term, H Clifton McWilliams Jr '4O,
all-College picsident, announced yesterday that he will not approve
activities budgets for 1940-41 passed by the Cabinet at its meeting
Tuesday night
The lemon given by McWilliams was that funds are not available
for budget appropriations of $75
cils The appropriations were not
included in the budget as submit
ted by the Interclass Finance
Board but were added by an
amendment from the floor
When the amendment was pro
posed Bernard A Newman '4O,
chairman of Interclass Finance
Board, stated that the estimated
income of $21,240 would leave an
approximate $7OO balance after
budgeted expenditures are de
ducted
However McWilliams said yes
terday' that investigation has
shown that this is not true, that
the actual expenditures will fall
within a few dollars of the esti
mated receipts
Appropriations Impossible '..
If the student council appropria
tions are to be included in the
budget under expected financial
conditions the entire budget will
have to be ievissed and deductions
made from allotments for other ac
tivities Otherwise, the only pos
sibility of including the appropria
tions is fur next year's income to
be higher than the estimated figure
If the Interclass Finance Board
fails to revise the budget, McWil
hams stated that he will veto the
measure A two-thirds Vote of
Cabinet members is necessary to
pass a bill over the veto of the
president
Besides the school council ap
propriations only changes from
this yeai 's budget were a reduction
in the numeral award appropria
tion from $1,400 to $1,025 and a
reduction in the Freshman Dance
allotment from $l5O to $lOO `,
Addition to Comp List
The town counselor was added
to the comp list and class presi
dents and dance chairmen were
limited to one complimentary
ticket each

compensation, the same amount
received by the chairmen of other
big dances this year
Blue Band Trips
The Blue Band will make ,two
trips with the football team next
Fall On October 23 the band will
go to Philadelphia for the Temple
game and on November 26 it will
visit Pittsburgh for the Pitt gaMe
Cabinet voiced disapproval of
student conduct in the women's
dormitory 'lounges and voted to
send statements to the Dean of
Men and the Dean of Women "en
couraging any action which might
be taken to cope with such mis
conduct,"
The Board of Trbstees will be
sent a statement to the effect that
it may call on the all-College
president to act in an advisory
capacity on student problems
Popular German Movie
