State-Wide Production
Shows Definite Slump
Dr George L Leffler, assistant
professor of economics and assist
ant director of Penn State's
monthly Business Survey, recently
completed a $2OO Grant-In-Aid
Survey which revealed that Penn
sylvania industries have shrunk in
manufacturing output since 1914
Because the center of population
has been moving west, Dr Leffler
explained, Pennsylvania's share of
the national total of manufactured
products has dropped from 119
per cent in 1914 to 9 9 in 1937
20 Industries Decrease
Out of 29 leading manufacturing
glows in Pennsylvania, only nine
have definitely retained or in
creased their share of the national
output during the last 20 years, Di
Leffler pointed out
The industries holding their own
aie canning and preserving, cigars,
cocoa pi oducts, knit goods and
hosiery, and petroleum sefinmg,
while the most notable decline
took part in the heavy industries
such as iron and steel

For Four-Day Inspection Tour Of College
A plan to have a non-voting representative on the Boded of
Trustees may be asked gy the All-College Cabinet it was indicated
yesterday by H. Clifton McWilliams, Jr '9O, all-College president
McWilliams indicated that the student representative—who
would probably be the all-College president—would be asked for on
the grounds that he could explain to the Trustees matte's of vital

Political Parties
Praises Keen Interest
In College POlitics Here
"Political parties on this campus
have done very commendable
work in developing an interest in
college politics that is lacking on
most campuses," said Dr Jacob
Tanger, head of the political sci
ence department
"By the use of an organized plat
form," Tanger claimed, "the par
ties have gotten away from the
usual collegiate practice of getting
votes on ticket personalities"
Some Machine Rule
Although the parties have devel
oped somewhat of a machine rule,
they also have developed keen in
terest and . competition in college
politics He also pointed out that
although he did not approve of
machines he didn't see how they
could be avoided, and still keep up
organized campaigns
Doctor Tanger thinks that the
political system here has a dis
tinctive educational value He
thinks that it will train students
to be more fully aware of merits
and defects of political practices
With these words, "Students will
be moie capable of appraising a
political campaign when they
leave, here," Tanger makes the
political system of Penn State
seem really worthwhile after all

tain, and Bob Schuler, soccer cap
tain, will be honored by the Penn
State Alumni Club of Philadelphia
at a dinner there tonight.
!Thirteen Penn State varsity
coaches took part in the selection
of Schuler and Vukmamc Schuler
was selected outstanding athlete
from the Philadelphia district and
Vukmanic was named recipient of
the 11th annual award to the out
standing senior athlete of the year
Schuler, all-Eastern soccer full
back for the past three years, is
also manager of varsity swimming
and was captain of the Lion soccer
team which last fall completed its
seventh undefeated season '
Vukmanic Has Enviable Record
Specialist in the javelin thlow,
Vukmanic has made an enviable
record in the event In 1938 he
made a clean sweep of three major
United States championships, the
IC4-A, National Collegiate, and
National A A U He is the only
trackman in history to win these
three titles in one season

Library Staff Prepares
Shift To New Building
Preparation for movement into
the new library building started
Wednesday when the staff began
to replace the present dictionary
catalog with a divided catalog
system
Under the new plan the cata
log will be, in two parts, one with
bookd listed by author and title,
the other with books listed by
subject.
The divided catalog will simpli
fy filing, produce a compact suli
ject catalog, bring related subjects
more closely together, and relieve
congestion at the filing cases '
