The most important time for suc:t a consideration of the merits of the respective candidates is before the undergraduates vete on the men and written. There should he a COMlTlittee composed of both faculty and undergraduases to investigate the conditions surrounding each candidate for a scholarship award. Upon a report of the find ings of this committee the students could vete intelligently and to the best aLlvantage to all concerned. There is no doubt hut that the faculty committee will carefully and diligently rmrsue the respective qualifications of the candidates and base its selections ecc c rdingly. Such being the procedure there can be no further quibhlo as to the awarding or these particular sehol arshirf,. Here. however. is food for student thought and an oppor tunity to put int , : practice that fmnous line which reads: "None but the best deserve the fair." • 'MAT PENN STATE "HELIAP Rig:lt now while the freshman is being beset on every side with threats front the upperclassmen and is probably receiving words of counsel from his future fraternity brothrs, an opportunity; presents to add a curd of friendly advise :hat may help mold the year ling into a better Penn State mau. There Las horn a custiun es:tablished on this campus which is not uncommon to other institutions requiring that every freshman regard on undergraduates as acquaintanc2s or even as friends. This cus tom, insignificant as it may seem. is intended to famish the individual a chance to become more intimately associated with the other fellow. Reference is math: to the Penn State "Belle,' It is a custom for all i'cnn State men. regardless of class or sta lion, to sa}• "Ilello w to each other when passing on the street or in the halls cr on the campus. But it is mere than a custom as applied to ircshmen: it is a rule—a law not to be broken without punishment. Perhaps it is nct the freshman's fault that Its has not acquired the characteristic manner in which the "Hello" is intended, for upper classmen are equally as lax in extending this word of greeting and fellowship to each other as are the freshmen. The - Hello - is not a salutation carrying with it an ac knowledgement or s"bmissica to upperclassmen. Neither is it a passing word to be spoken is an off-hand manner as though the an nunciator eared not whether he received a reek•. The Penn State - Hello" is intended to create a spirit of cooperation and friendship between all classes and races on the Nittany campus. And; when property spoken it conveys the same cordiality as does the handshake which is seen so frequently when College opens in the fail. It is a sign of recognition. a common word which is embodied in the Pena State spirit. and as such should be highly regarded. "The cheery 'Hello' marks the true Penn Stater." would be a good slogan for a practice week to re-establish the familiar greeting on the campus. Penn State is a democratic institution. Get the habit of saying "Hello."
