team.
Sec. 9. The privilege of wearing
the "S. W. T." shall be granted to
any member, who has participated
in at least one-half the regularly
scheduled meets, and to the regular
ly elected Student Manager.
ARTICLE VI.
Tennis Department
Section 1. The officers of the
Tennis Department shall be a Cap
tain, a Manager and three Assistant
Managers.
Sec. 2. On the day of the last
regularly scheduled match the
Minor Sports Council shall by bal
lot, choose the managtr for the fol
lowing year, from the three assist
ants.
Sec. 3. The Tennis Department,
i. e. the members of the Tennis
Squad, together with the retiring
manager and the manager-elect
shall, after the election stated in
Section 2 of this Article, on the
same day, elect three assistant man
agers from the Sophomore Class.
No less than six shall be nomi
nated.
Sec. 4. The Tennis squad shall
consist of all the men who have
taken part in any of the regularly
scheduled College tournaments, or
meets with other Colleges.
Sec. 5. It shall be the duty of the
Student Manager under the direct
supervision of the Graduate Man
nia.r...t.c.n-ttend to all business mat
ters incident to this department.
He shall keep a record of games
played on a special blank furnished
him by the Secretary. This blank
shall be properly filled out and
signed by the Manager and handed
to the Secretary immedi• tely after
each game to be filed away for fu
ture reference.
Sec. 6. It shall be the duty of
the three assistant managers under
the direction of the Graduate Man
ager to render all necessary aid to
the other officers of this depart
ment, to take charge'of all trophies
belonging to the department, and to
preserve order on the courts.
Sec. 7. The Captain for the fol
lowing season shall be elected by
the members of the season's team
entitled to wear the "S. T. T." In
case there is an even number en
titled to vote, the President of the
Minor Sports Association must cast
a vote on the first ballot.
Sec. 8. the Captain shall have
absolute direction of his team on
the court during a match. He shall
have the decisive vote in the selec
tion of his team anti shall act in
conjunction with the Minor Sports
Athletic Director and the Coach,
should there be one, in all matters
pertaining to the welfare of his
team.
Sec. 9. The privilege of wearing

ARTICLE VII
Amendrnenrs.
Any part of this constitution or
by-laws may be amended or re
pealed by a two-thirds vote of all
active mnmbers, provided that the
proposed change shall have been
published at least two weeks before.
ARTICLE VIII
Ratifications.
The constitution and by-laws
shall go into effect immediately up-
on ratification and all officers then
serving and fulfilling the require
ments shall retain their office until
the same shall expire under this
constitution and by-laws.
This constitution and by-laws
shall be printed in the State Col
legian in order that each active
member of the Association may ob
tain a copy, ,
BY LAWS.
ARTICLE I
Meetings.
Section 1. The Asssociation
shall call its meetings at such time
and place as the President may
direct.
Sec. 2. The President shall hold
a meeting 'at the request of three
active members.
ARTICLE 11.
Finances.
Section 1. Each department must
be self-supporting.
Sec. 2. Money from one depart
ment cannot be used by another de
partment, except by action of the
Minor Sports Council in connection
with the various captains and man
agers concerned.
ARTICLE 111
Any part of the By-lays except
ing Article I, Section 3, Article 2,
may be amended or repealed at a
meeting by two-thirds vote of the
active members present.

A Communication
There in one objectionable
feature in the life of this corn
munity which is of common occur
rence but which is not observed
anywhere in the world in refined
circles. It is that of individuals
leaving the Auditorium during a
lecture or concert.
Last Saturday evening there was
a marked example of this "faux
pas" when Sadakichi Hartman was
lecturing upon Walt Whitman. Not
five minutes elapsed during the en
tire lecture without the opening and
shutting of the heavy doors in the
rear of the room.
The lecture was advertised as a
free one, and so it was, but there
were those in the audience who had
paid more than the price of a ticket
that it might be free to the general
public and tbese people, as well' s
the speaker, deserved at least com
mon respect and courtesy from
this same "general public."
It is the expression of an intense
ly selfish man if he is willing to dis
turb an audience of two hundred
people for the sake of his own
pleasure. It is doubtless thought
less, but all thoughtlessness, is a
form of selfishness.
If a man accepts an invitation to
a free lecture he should no more
think of leaving the room before it
is finished than he would think of
leaving the table of his hostess be
fore the dinner might be finished
because she had served tomato
salad when he did not care for it.
Fort Pitt Hotel Offers Club Room
To the students of State College
and also the members of the
Alumni who may be in Pittsburg to
attend the Thanksgiving game be
tween State and Pitt:

The management of the Fort Pitt
Hotel wishes to announce that the
English room, with a seating
capacity of five hundred people will
be opened on Wednesday night
October 29th, and arranged so that
the visiting students and alumni can
make use of it their rendezvous
from 9 o'clock until 12 o'clock. In
conjunction with this, the band
from State College will render a
concert from 10:30 until 12 p. m.
This room will be arranged for
service the same , as any of the
other dining rooms of the hotel,
but will be a strictly State room.
We trust that under the circum
stances, those who desire to get to
gether and meet before the game
and enjoy a sociable evening, both
the student body and the alumni,
will avail themselves of this oppor
tunity. Tickets that are given to
the students of State College will be
sufficient to show that they are
students at this institution and will
grant admission. Arrangements foi
the alumni will be made at a later
date. .
Highway Engineering
The department of Civil Engi
neering of The Pennsylvania State
College succeeded in securing the
cooperation of the Pennsylvania
Railroad, the state Highway De
partment, and the United States
office of Public Roads, and in Feb
ruary 1911 sent out from the college
a Good Roads train which travelled
over all the Pennsylvania Railroad
lines in the state. The train car
ried, besides a full equipment of
road making machinery and ma
terials, a number of lecturers and
demonstrators who addressed and
explained the methods of making
and maintaining good roads to over
fifty thousand people during the
trip.
The success that attended this
movement for good roads has led to
the formation of a new course in
Highway Engineering in the col
lege. This course is identical with
the regular Civil Engineering course
up to the second semester of the
junior year when highway design
and tests of highway materials are
substituted for railroad engineering.
These subjects are continued
through the senior year.
Addition to Power Plant
The new battery of five hundred
horse power Keeler water tube boil
ershas recently been given a severe
test which has been most satisfac
tory. The boilers are so connected
that they can be used for either
high or low pressure, two hundred
and ten pounds respectively. With
these additional boilers the plant is
well equipped as there is now
available about 1000 H. P. of
either high or low pressure steam.
It was to meet the requirements of
the new boilers that the new brick
stack, similar in design and of the
same height as the original, was
erected.
Alpha Chi Sigma Initiation
