The new joint football rules com mittee at a meeting in New York last week made several important changes which will be acted upon finally at a meeting in March. The time of halves has beeh lengthened from 30 to 35 minutes each In stead of a penalty of loss 6f the ball on an unsuccessful pass, al5 yard penalty on the first and second downs is provided for. When a foul is committed it counts as a down. A line player may carry the ball, but must not leave his regular position until the ball is put into play. If a forward pass before reaching the ground, or a kicked ball either before or after reaching the ground, goes out of bounds, the ball shall belong to the opponent at the point where it crosses'the side-lines. On a kick out after a touch back or a safety, opponents may not come within ten yards of the side having a free kick. A new official, the field umpire, will be on the field in the defending territory and close to the scene of play in order to settle disputed plays. Civil Engineering Society. The meeting of the Civil Engi neering society to be held this even ing promises some interesting dis cussions of engineering subjects. The society has enjoyed two very profitable meetings this year and the topics this evening will be along different lines from these previously discussed. Professors Shattuck and Weber of the civil department will speak on in teresting topics. J. S. Scott has chosen the subject “Surveying as Applied to Mining Work,” W.
