    place as are now, or hereafter may
be, prescribed by law; and such
graduates and recipients of advanced
degrees shall be eligible for election
and re-election as Trustees: Pro
vided however, that no member of
the Faculty or Board of Trustees of
any other college or university in
Pennsylvania shall be so eligible.
(2). Elections for Alumni mem
bers of the Board shall be held each
year on the day preceeding the an
nual Commencement, under the di
rection of two judges annually ap
pointed for that purpose by the
President or Acting President of the
Board, and may be held either in
connection with the Delegate Con
vention for the election of other
members of the Board, or at such
other hour of the same day, and
such other place, as the Board may
from time to time direct.
(3). The Secretary of the Board
of Trustees, or such other officer as
may be from time to time designated
by said Board, shall send to each
elector qualified in accordance with
paragraph one of these Regulations,
whose postoffice address is known,
a written or printed notice, stating
the date at which the next election
will be held and the names of
Alumni Trustees whose terms will
expire, by law, on the 30th day of
June next following. Such notice
shall be sent each year (after the
present year, 1905) not less than
sixty days preceding the date on
which such election is to be held,
and shall invite nominations for va
cancies then to occur. All persons
who are nominated by as many as
twenty-five electors shall be an
nounced as soon as practicable after
the first day of May in each year,
in a circular sent to all electors, with
a form of ballot.
(4). All ballots for Alumni
Trustees returned by mail to the
proper official, in response to said
circular, and received by him on or
before the day of election, shall
be safely kept by him, and by him
delivered at the time and place of

election to the two judges named in
paragraph two of these Regulations,
and shall by them be counted as
cast at that time and place. Said
judges shall make return to the
Board of Trustees of the persons for
whom ballots have been cast, either
by letter or by electors in person,
with the number of votes for each
person; and the Board of Trustees
shall thereupon determine and de
clare what persons have been elected
to fill the vacancies aforesaid. A
plurality of votes only shall be re
quired to elect and, in case of an
equality of votes between two or
more candidates, the person or per
sons who shall hold said office or
offices of Trustee shall be designat
ed by ballot of the Board of Trus
tees.
Whenever a vacancy shall occur
from death, resignation, or any
other cause, such vacancy may be
filled for the unexpired term, at the
next election, in the same manner as
herein provided for regular elections
and in addition thereto.
AN ACT
To re-organize the Board of Trus
tees of The Pennsylvania State Col
lege.
Section 1. Be it enacted by the
Senate and House of Representatives of
the Commonwealth of Pennsylvania in
General Assembly met and it is hereby
enacted by the authority of the same
That, in addition to the present elec
tive members of the Board of Trus
tees of The Pensylvania State Col
lege, the said Board shall consist of
the following members, to-wit, —
Two members to be elected each
year for a term of three years each
by the Alumni of said college; two
members to be appointed each year
for a term of three years each by the
Governor of the Commonwealth and
confirmed by the Senate; and the
following members to serve, ex
offico, during their respective terms
of office: The Governor of the
Commonwealth, the President of
the College, the State Superinten
dent of Public Instruction, the Presi
dent of the State Agricultural So
ciety, and the Secretary of the State
Board of Agriculture.
Section 2. That the term of of
fice of such additional "members as
are herein provided for and of all
other elective members shall begin
on the first day of July in the year
in which they are respectively elect
ed or appointed, and the said Board
of Trustees is hereby authorized and
empowered to make and alter from
time to time such rules and regula
tions for the election of all alumni
members thereof as it shall deem
necessary and expedient for carry
ing out the purpose of this act.
Section 3. The officers of the
Board shall be chosen annually to
serve for a period of one year each,
and shall be a President, a Vice
President, a Secretary, a Treasurer,
and an Executive Committee of not
less than three or more than seven
members whose duty it shall be,
under the direction and subject to
the approval of the Board of Trus
tees, to transact such necessary
business as may arise in the inter
vals between regular meetings of the
Board. No member of the Board
shall receive compensation for his
services, but shall be paid necessary
traveling and hotel expenses actual
ly incurred in the performance of
duty as such member. The Treas
urer shall not be a member of the
Board, and shall give such bonds
for the faithful performance of his
duties and receive such compensa
tion as the Board may from time to
time direct.
Section 4. That all acts and parts
of acts inconsistent herewith be and
are hereby repealed.
