innings in each of seven regularly scheduled games. The regularly elect ed and acting Manager for the season shall also be awarded the ‘Varsity S. Sce. 8. The Base Ball S shall be the same as the Foot Ball, S de scribed in Article VIII, Section 9, ex cept that the S may be worn only on the shirt, coat or uniform during a game or during practice.' ARTICLE X. General Athletic Department. Section 1. The control of the Gen eral Athletic Department shall corres pond to that of the Base Ball Depart ment as in sections 1,2, 3, 4 and 5, excepting that the Captain for the fol lowing year shall be elected immediate ly after the last track meet of the season. Sec. 2. Requirements for wear ing the Track S shall be as follows: (a) To break a Pennsylvania State College record under condition of arti cle X section 6. (b) To take first or second place in two regularly scheduled intercollegiate meets unless members of the Track Team of the preceding year declare otherwise and report the same to the Secretary of the Athletic Association before such meets. Members of the ’varsity Relay Team which has won first or second place in the annual intercollegiate Relay Races shall be allowed to wear the track S. The regularly elected Manager shall be allowed to wear this S. Sec. 3. The Track S shall be a white Son a blue sweater or jersey, but when worn on a cap it shall be placed between two T’s on a blue cap. The size of the T’s shall be one-half inch, the S, one inch in height. Sec. 4. Team caps and the privi lege of wearing the college blue and white athletic suit are given to those persons who have made the following records under the supervision of the Captain and Coach. Running Broad Jump . Putting 16 lb. Shot Throwing 161 b. Hammer Pole Vault .... THE STATE COLLEGIAN Sec. 5. A Team Cap is a white T T on a blue cap, and must be worn before the Track 5 can be worn. Sec. 6. In order to receive a medal a record must be broken as fol lows : all sprints and runs by 1-5 sec onds; high jump and pole vault by 1-4 inch; broad jump and shot put by 1-2 inch; hammer throw by 1 inch. All time must be confirmed by two stop watches and in case they do net agree the slower one shall be taken. The event must be under the supervision of an officially appointed referee, start er and timers. Sec. 7. The Captain of the Basket Ball Team for the following season shall be elected by the members of the present team entitled to wear the S im mediately after the last game of the season. Sec. 8. The privilege of wearing a Basket Ball S shall be granted to any member of the team who has played in one full half of each of six or in two full halves of three regularly scheduled games. The regularly elected and act ing Manager shall also be awarded the Basket Ball S. Sec. 9. The Basket Ball S shall be 6" x 4" and in width. Sec. 10. The Cap shall be a blue one with white S flar.ked with B B, thus: b S b. ARTICLE XI. Insignia Privileges in General. Section 1 . A comm ittee consist ing of Coach, Captain and Manager of each team whose members are eligible, to wear the S and the Faculty Ad visory committee have power to with hold, or to take away, at their own discretion, the privilege of wearing the S. Sec. 3. No athlete shall be allowed to wear his “S” in civilian dress until it has been officially conferred upon him. Sec. 4. No student shall be allowed to wear P. S. ARTICLE XIII. Amendments. Any part of this Constitution or By- 105 ft, 9 ft. 6 in. ARTICLE XII Representatives. Laws, may be amended or repealed by a two-thirds vote of all active mem bers, provided (hat the proposed change shall have been published at least two weeks before. ARTICLE XIV. This Constitution and By-Laws shall go into effect immediately upon ratifi cation and all officers then serving and fulfilling the requirements shall retain their offices until the same shall expire under this Constitution and By-Laws. This By-Laws and Constitution shall be printed and a copy given to each active member of the Association. By-Laws. ARTICLE I Meetings. Section 1. The Association shall call its meetings at such time and place as the' President may direct.' Sec. 2. The President shall hold a meeting at the request of three active members. Sec. 3. Forty per cent of the res ident active members shall constitute a quorum. ARTICLE II Dues. Section 1. No reduction of dues shall be made for a fractional part of a year. Sec. 2. The word year as used in this article shall mean College year. Sec. 3. The dues of each year shall be divided among the several De partments as follows: 40% to Foot Ball Department. 30% to Base Ball Department. 25% to General Athletic Depart ment. 5% to General Association Account. ARTICLE 111. Order of Business. The order of business shall be : 1. Call to order. 2. Reading and approval of min utes of the previous meeting. 3. Elections. 4. Reports of Committees and Officers. 5. Unfinished Business. 6. New Business. 7. Adjournment. ARTICLE IV. Any part of the By-Laws, excepting Article I, Section 3 ar.d Article 11, may be amended or repealed at a meet ing by two-thirds vote of the active members present.
