We have noticed this recipe going the rounds of newspaperdom frequently heretofore, but like many other things, it loses nothing by age. On the contrary, it is especially applicable to the present condition of af fairs: "A good way to make 'hard times,' is to refuse to pay all little bills, although you have the money in your pocket ! push men to pay you who haven't the money, although you can get along without it if a man don't meet his obligations just at the time they become due, report that he is about to 'burst' cut down the wages of your hands before it is necessary keep back all your marketing until the prices get up to 'starvation rates' use money in speculations that you should pay your creditors with forget that unnecessary retrenchments increase hard times instead of bettering them carry a long face and talk long and mournful of evils to come do these and other acts like them and 'hard times' will surely come, however lit tle real cause there may be for them." The question of the removal of the scat of jus tice of Cambria county from Ebeusburg to Johnstown was taken into consideration by the House committee on New Counties and County Scats, at Ilarrisburg, on Thursday last. After able arguments, jn-o and con, by representatives of cither town, the committee (consisting of fifteen members) reported unanimously against the proposed removal. LETTER FBOM JOUSSTOWJC BEMOVAL OP TU COCSTY SKAT CLOSING THE BOOKS. Johnstown, March 1, 18G9. To the Editors of The Alleghanian : The astounding fact was revealed to us last Friday that the Committee of the Leg islature to whom was referred the bill for the removal of the county-seat to this place had reported adversely. This item of un expected news created quite a furore among our citizens, and some who arc de void of charity attribute the result to the incompetency of our local committee who had charge of the case and represented us at Ilarrisburg. Be that as it may, we ac knowledge our defeat, though reluctantly, and now look around and endeavor to study the cause or causes of the action of the Committee on County Scats, and if possible avert a similar catastrophe at a future time. The fate of our project dis closed hidden rocks in the sea of legisla tion not marked on our chart. It is to a great extent true that the gen tlemen who represented us before the Committee at Ilarrisburg were not the ablest nor the most influential men we might have selected for that important duty, and it is now seen they were unable to cope with your more solid and profound- representatives. Bui we accord to them zeal, even if not tempered with good judg ment and prudence. You may feel disposed to fiaiipr your selves that the question is now definitely settled that no further effort will be made in the matter. In this you are mistaken. Temporary failures only cause a lull in the excitement, and bring us to a calm survey of the field ; after which, our efforts will be put forth with renewed vigor, and the command given to abler hands, and if we cannot get the county-seat, we must and will have something else almost its equiv alent. "We may not be able to accomplish our desires during the present session of our Legislatures, but wires will be laid and ropes pulled with energy to have our wishes successfully represented in the next Legis lature. For the success of this programme I cannot vouch, not being a first-class pol itician. The editorial article in the lat number of Tlic Alleghanian has caused us to more carefully examine the petition numerously signed by our citizens and forwarded to the Senate and House cf Berresentatives. You have truly shown up some fcxo incon sistencies and some etc misrepresentations of facts as set forth in that petition. But I don't presume our llcprescntativcs read it, and therefore it did not hurt any one. Or they may not have seen The Allegha nian, and the defects pointed out will be remedied in the future.
