Tho following is a report in full of the General of the army for the present year: Headquarters Army of the United States, Washington, November ,18 G8. General J. M. Schofield, Secretary of War: Sir I have the honor to sub mit the report of Division, District and Department commanders for the past year. I refer to them for details. i I would earnestly renew my recom mendation of last yearx that the control of tha Indians be transferred to the War De partment. I call special attention to tho rccomendation of General Sherman on this pubject. It has my earnest approval. It is unnecessary that tho arguments in fa vor of tho transfer should be restated. The necessity for it becomes stronger and more evident every day. ( While the Indian war continues I do not deem. any general legislation lor the reduction of tho army advisable. The troopson the plain's areall needed. Troops nre still needed in the Southern States, and further reduction can be made in the way already used and in operation when it is safe, namely, by allowing companies to diminish by discharges without being Htrengthened by recruits or by stopping uppointments of Second Lieutenants. If it should be deemed advisable, the veteran regiments ought to be discontinued by ab sorption, and retirement of officers and discharge of men, without detriment to the service.
