Hovr the President Is Elected. The electors chosen by the people of the several States are required, by the Act of 1792, to assemble at the capitals of their respective State on the first Wednesday in December, being the 2nd day of that month this year, and there to vote by bal lot for President and Vice President, making lists of tho ballots cast for each. These are to be transmitted, before the first Wednesday in January, to the Presi dent of the Senate at Washington. On the second Wednesday in February, that officer will open all these certificates, in the presence of te two Houses of Con gress, and the votes are then counted, usually by tellers designated by each House. The persons having, respectively, the greatest number of votes, for Presi dent and Vice President, provided such numbers be majorities of the whole num ber of electors appointed, "shall be," says the Constitution, ''President and Vice President.' There arc other provisions in that instrument, applicable to a case when no person is found to have a major ity of tho whole number of electoral votes, but we need not quote them here, the votes to be given for Grant and Colfax being largely in excess of the majority constitu tionally required. The twenty-six electoral votes of Penn sylvania, being one for each representative of the State in the two Houses of Congress, will therefore be cast at Ilarrisburg on the 2nd of December text, by the twenty-six Electors, who, on Tuesday 3d, received bo decisive a majority of the suffrages of the people of the Commonwealth. Selec ted by the friends of Grant and Colfax for that purpose, and the claim ratified bv the votes of the people, these Electors meet only for the discharge of their ap pointed duty, after which the College is dissolved. No legal obligation binds these gentlemen to cast their ballots for the Re publican nominees, but usage, public ex pectation and personal honor supply, in this regard, all the needful guarantees that tho electoral voice of the Commonwealth shall be herrd in faithful accordance with the wishes of the majority of the people. Only the death, or the declination, of either of the present candidates could entitle the Electors to exercise any discretion what ever in the support of others not named in the canvass. No such case as this has yet been known to our history. The Electoral vote of each State has invariably been cast in accord ance with tho well understood wishes of the popular majorities by which the Elec tors were chosen. Cen. Grant Makes a. Speech. On Tuesday afternoon of last week a committee, consisting of delegates from the Sailors' and Soldiers' Republican Commit tee, officers of "Boys in Blue," the Presi dent of the Central Grant Club, and the Mayor of Washington, together with the Aldermen and other prominent citizens, called upon Gen. Grant by appointment. The object of this visit is set forth in the Mayor's address, as follows: "Gen. Grant : In behalf of the citi zens and the Republican organizations of this city, we have called o tender our hearty congratulations on the result of the recent election, and to make known to you their wishes, that they may be permitted to attest their feeling of happiness and joy by a proper public demonstration, welcom ing you as the President-elect to the capi tal of tho nation, as they wore deprived of that pleasure on your arrival here by a sort of flank movement by which you stole a march upon our people. All indulge the hope that you will now accede to their request, and name the time and place that will be most agreeable to you for such demonstration." Gen. Grant responded as follows : I am glad to meet you all and receive your congratulations, but I hope you will spare me any public demonstration. I livo in this city and like to avoid demon strations here as elsewhere, and with my consent there cannot be any. I am always ready to meet such gentlemen as may call upon me at my office or house, any time, without public display or demonstration. This would be much more agreeable to me, and I hope it will be agreeable to you.' The Major replied: "We shall cer tainly study your pleasure in the matter." Gen. Grant then said : "I am not un mindful of the feeling intended to be dis played by a public demonstration, and you musttakeall this for granted." Laughter.
