Judge Underwood is doubtless a very patriotic man and a good Unionist, but the most patriotic thing he, could do would be to resign. The Freeman is afraid the Southern neero is not qualified to vote. In the "Northern States, or at least in a majority of them, the negro is taken and held to be. non-entitled to the right of suffrage, stay i our neighbortherefore, the negro in . the Southern States is not fit to be in vested with that right. The people of Pennsylvania have neglected to call a convention to enact equal suffrage within the limits of our State, Eays our neighbor -therefore, there should not bo equal suffrage in the South. Our own impression is that the Southern negro is about as well qualified to vote as a goodly proportion of the Democracy.
