    A. Budget or Blunders. We have all
heard of Sir Boyle Roche's blunders. Dick
ons gives us an account of some of those
which happily are preserved. In one of
his ppeeches he said : "Sir, T would give
up iialf nay, the whole ot the Constitu
tion to preserve the remainder." Thi3,
however, was parliamentary Hearing that
Admiral Howe was in quest of the French,
he remarked, somewhat pleasantly, that
the 'Admiral' would "sweep the French
floet off the face of the earth." By-and-by
came dangerous times of disaffection,
and honest men's lives were insecure.
Sir Boyle writes from the country to a
friend in the capital this discouraging
view of his position : "You may. judge,"
he says, "of our state, when I lell you
that I write this with a sword in one
hand and a pistol in the other."
On another occasion, when the famous
letters to the "Public Advertiser were
attracting universal attention, Sir Boyle
was heard to complain bitterly ofthe at
tacks "of a certain anonymous writer
called Junius." - -lie it was who recounted
that marvelous" performance in gymnastics,
when, in a tumult ol loyalty, he '-'stood
prostrate at the feet of his sovereign."

"turned back upon himself." He it was
who iutroduced to public notice the inge
nious yet partially confused metaphor of
the rat. "Sir," he said, addressing the
Speaker of the Irish House, "I smell a
rat. , I see him floating in the air; but
-laark me, I shall yet nip him in the bud."

"I don't
see,
Mr. Speaker, why we should put ourselves
out ot the way to serve posterity. What
l-.as posterity ever done for us V' He wa9
a little disconcerted by the burst of laugh
ter that followed, and proceeded to explain
his meaning. "By posterity, sir, I do nqt
mean our ancestors, but those who are
to conic immediately after them." His
invitation to the gentleman on his travels
was hospitable and well meant but
equivocal. "I hope, my lord, if ever you
come within a mile of my house, you'll
tay there all night." lie it was who
stood lor the proper dimensions of the
wine-bottle, and proposed to Parliament
that it should bo made compulsory that
"every pint bottle should contain a quart."
Very pleasant, and yet perfectly intelligi
ble was his meaning though it unhappily
took the fatal bovine shape in his rebuke
to the shoemaker when getting shoes for
his gouty limbs: "I told you to make
one longer than the other, and instead of
that you have made one smaller than the
other the opposite.
Wno are Exempt from the Draft.
The following important information
relative to the diseases which will exempt
persons from the new draft is given. The
order -will soon be promulgated by the
War Department, and is in course of
printing." 5 The following diseases and in
firmities are those which disqualify for
military service, and for which only are
drafted men to be "rejected, as physically
or mentally unfit for the service:" Manifest
-rueutal imbecility; insanity, including
periodical aberration; epilepsy, attested by
an Affidavit of a physician who has attend
ed him within six months preceding ex
amination ; paralysis or chores ; organic
diseases of internal organs : developed
tuberculosis; cancer; aneurism of
the
the
large arteries ; inveterate disease of
kin; permanent physical disability; scrof
ula or secondary syphilis ; chronic rheum
atism does uot exempt unless manifested
by change of physical structure; loss of
eye sight or cataract ; disease of the eye;
greatly impaired vision; loss of nose; de
cided deafness proved by evidence; chronic
otf orrhcea ; incurable disease or deformity
of either jaw, impeding mastication or
speech; anchylosis of the lower jaw; caries
of the bones of the face ; loss ot substance
of cheek; dumbness proved by satisfactory
evidence; loss, total or partial, of tongue;
confirmed stammering; loss 'of front teeth
ns well as molars; tumors or wounds of the
neck; excessive deformity of the chest;
caries of the spine, ribs or sternum, attend
ed with ulceration; hernia; fistula in arw,
if extensive ; old and ulcerated internal
(not, external) hoemorrhoids ; confirmed
venereal disease ; total or partial loss of
generative organs; stone in the bladder;
confirmed or maligaant sarcooele with
attendant disea'-es ; loss of hand or
foot ;
wounds causing lameness; loss of
right
thumb ; loss of two finders, or power in
them, of the same hand; also first aod
,econd phalanges of the fingers of the
paaie hand ; loss of great toe ; club feet
aud deformity f the feet ; varicose veins
on1 inferior extremities, and chronic u:cers.
