    i- Soldier's Opinion. We are per-
mitted to take the following extract from
a letter received by -Mr. Enoch Wilson,
" frota a soldier in ltosecran's army. It is
another evidence of the high opinion en
tertained by our soldiers for copperheads :
"You spoke of sending the copperheads
rail south. I second the motion. If the
soldiers had a chance at them they would

" A very erroneous idea is indujgea

ting that London, or, as it is frequently
termed, the Great Metropolis, is far supe
rior both in size and number of its inhab
itants. But such is not the case. Jeddo,
rthe capital of Japan, is without any ex
ception, the largest and most populous
city in the world. It contains the vast
number of one million of dwellings and
five millions of human souls. Many of
the streets are nineteen Japan seris in
length which is equivalent to twenty-two

Joint Resolution proposing
; certain Amendments to the
Constitution. .
Be it resolved ou the Saiala and House
of Jtep'rescntatives of the Commonwealth of
1'cnnsylvama in ueneral Asmofy met,
That the following amendments be proposed
to the Constitution of the Commonwealth, in
accordance with the tenth article thereof:
. There shall be an additional section to the
third article of the Constitution, to be desig
nated as section four, as follows :
Sectiou 4. -Whenever any of the qualified
electors of this Commonwealth shall be in any
actual . .tniliiary service, under a requisition
from the'President of the United States, or by
the authority, of this Commonwealth, such
electors may exercise the right of suffrage in
all elections by the citizens, under such regu
lations as are or shall be prescribed by law,
a j fully as if they were present at their usual
place of election. ."
There shall be two additional sections to the
eleventh article of the Constitution to be des
ignated sections eight and nine, as follows.
Section 8. No bill, shall be passed by the
Legislature, containing more than one subject,
which shall be clearly expressed in the title,
except appropriation bills.
Section No bill shall be passed by the
Legislature granting any powers or privilege sr
in any case, where the authority to grant such
powers or privileges, has been or roy hereaf
ter be, conferred upon the courts of thid

brands. My Stable is attended by careful

suit all. Expecting to receive a share of pat
