NOTICE IS HEREBY GlVEN—"Thatevery - per
son excepting Justices of the Peace, who shall hold any
office mappointroeut of profit ,or trust, under the United
States or of this State, or a City or Incorporated District,
whether a commissioned officer or othervii.4 , , whirls or
shall be .employed under the Legislative, Executive or
Judiciary Department of this State, or of the United States,
or of any Incorporated District. and also, that every mem
ber of Congress and of the: State Legislature, and of the
Select or Common Council - of any City, or Commissioner
of any Incorporated District, is by law incapable of hold
ing or exercising at the time, the office or appointment of
Judge, Inspector or Clerk of any election of this Common.
wealth, and that no Judge, Inspectors or other officer of
such election, shall be eltgible to be then - voted for."
And the said Art of Assembly, entitled "An Act rela
ting to Elections of this Commonwealth," passed July 3,
ltceJ, further provides, as follows, to wit:
"That the Inspectors and Judges shall meet at the res
pective places appointed for holding the elections in the
District in which they may respectively belong, before
9 o'clock, on the morning of the :Id Tuesday of October,
and each of eald Inspectors shall appoint one Clerk who
shall be a qualified voter of such District,
"In case the person who shall have received the second
highest number of votes for Importer shall not attend on
the day of election, then the person who shall have re
ceived the second highest number of votes for Judge at
the next preceeding election, shall act as Inspector in his
place. And in case the person who has received the high
est number of votes for Inspector shall not attend, the per
son elected Judge shall appoint an Inspector in his place,
and in case the person elected Judge shall notattuod, then
the Inspector who received the highest number of votes
,shall appoint, a Judge in his place ; and if any vacancy
•s-halt continue in - the board for the space of one hour after
the time fixed by law for the opening of the election, the
qUalitled Voters of the township, ward or district for which
such officer shall have been elected, present at the time of
election, shall elect one of their number to fill the vacancy."
Particular attention is directed to the Act of Assembly
passed the 27th day of February, 1949, entitled ''An Act
relative to voting at Elections in the Count es of Adams,
Dauphin; York, Lancaster, Franklin, Cumberland, Brad-

• " § 1. Be it enacted by the Senate and House of Repro
tentative, of the Commonwealth of Pennsylvania in Gen
oral Aisembly met, and it is hereby enacted by theauther
ity of the same—that it shall be lawful for the qualified
votentef the Catraties of Adams. Dauphin, Lancaster, York,
Franklin, llombeirlimit.Bradford, -Centre, Green and Erie.

For the Information of the electors of Franklin county-,
I publish ;he following, being the 4th section of the Act of
the Genet - al Assembly of the session of 1851, entitled, "An
Act to pnivide for the election of Judges of the several
Courts of this Commonwealth and to regulate certain Jo
dirial Districts.
. -
"§ 4. That-the election for. Judges shall belaeld and
conducted in the several electionlstricts in the same
manner In all respects as elections for RopresentatNes are
or shall be conducted, and by the same Judges. Inspectors
and officers, and by the previsions of the Act of the Gen
eral Assembly; entitled "An Act relating to the elections
of thisConttnonwealth, approved the 2d day ofJuly, 1849,
and its several supplements and alt other like laws as far
as the semesball be In force and applicable, shall be deem.
ed and taken to be the election of Judges: Provided,
Thattihe aforesaid electors shall vote for Judges of the
Supreme Conic on a separate pier: of paper, and for all
other Judges required to be learned in the law on another

ively, to attend at the place of holding every General,
• Special, or Township election, during the whole time said
election is kept open, for ...the purpose of giving informa
tion to the Inspectors and Judge, when-called on, in rela

"No person shall be permitted to vote at any election as
aforesaid, than a white freeman of the age of twenty-ono

contained in the list of taxable inhabitants furnished by the
Commissioners, unless, First, he produces a receipt fur ray.

" If any person not qualified to vote in this Common
wealth, agreeably to law. (except the sons of qualified rit

vote, he shall, on conviction, forfeit and pay any sum not
exceeding one hundred dollars for every such offence, and
be imprisoned for any term not exceedingtwelve months."
Agreeably to the previsions of the sixty-first section of
sa ittact, "Every General and Special Election shall be
opeti between the hours of eight and ten in the forenoon
and shall continue open until seven o'clock in the evening,
'when the polls shall be closed."-
` Pursuant to the provisions contained in the seventy
triithsection of the act first aforesaid, the judges of the
'aforesaid districts shall respectively take charge of thtt
- certificates of return of the election of their respective rho.'
tziets, and produce them at a meeting of one judge from
-each district, at the Borough of Cbambershurg, on the
third day after the election, bark, for the present year
ON FRIDAY, THE 13TH DAY OF OCTOBER NEXT,
then and there to do and perform the duties required by
law of said judges.
Also—That where a judge by sickness or unavoidable
accident, is unable to attend such a meeting of - judges,
then Ihe certifimste Or return aforesaid shall betaken charge
of by one of the Inspectors or Clerks of the election of said
district, who shall do and aetform the duties require,' of
said judge unable to attend.
