WASHINGTON, April 4.—The ; House has ,unanimously passed resolutions reaffirming the validity - of the Monroe doctrine, with" especial reference to Mexican affairs. The resolutions were reported unanimously from the Committeeon Foreign Affnirs, but are starto be against the wishes of Secretary Se ard: PATMENT OF THE 'MILITIA. "The following is the message of Gov. Curtin peal* the Legishiture in reference to the pay.; in ent of the militia called out in September, 1862: ? • ths Ifoan'eatitethe Velure of Representatives: G s'NTLEKEK: I received the 'following reso lution of the House on the 24th of March, inst. "Resolved, That the Governor be requested to inforitt the House what has been done in rela tion to the payment of the militia that was call ed out on the 11th of September, 1862." The subject of 'the resolution Was properlyi assigned to the Adjutant General of the state Great difficulties occurred in preparing proper vouchers for payments made to the militia called in service in September, 1862, under proclama nuedon made by the Governor of this State. The men were called into service and.were hur ried forward to the border without the usual form of muster, and no rolls were made; at the time, of regiments and companies. The. Adju tant General, in his annual report, says : " On the sth of September last the .Second Control ler of the Treasury approved a blank form of roll for payment of militia for 1862. These. rolls have been sent to the Captains of all companies who have applied for theta and stated their pbst office address They are now rapidly being . re-.I turned to this Department. and as soon as all are received will be transmitted to the Pay De partment at Washing-on, when paymasters will be detailed to the severa counties from which these troops were furnished:" - Much correspondence has been had through the Adjutant General with tht authorities at Washington on this subject, since the date of the report of the Adjutant General, and 1 am informed by Col. Frances Jordan, military agent of the State at Washington, that on the 2C'2d inst. an order was made on .Major Brice, Chief Payinvoiter at Baltimore, to take charge of these payments, to estimate the amount of funds re quired, to report the number of paymasters Ile oessary, and make thtiAlayments ut as early a day as practicable. Major Brice made requisition on the Adjutant Gunera/ of Pennsylvania for the rolls, which were promptly furnished him by that officer, There is reason to belieie that the militia called imito service in September, 1862, *ill now paid.lbe prompty A.
