Thomas, forming the left wing ; : but at,firk
was' thought to be merely a feint. The left
was composed of McCook's and -Crittendeni's
troops thrown in as convenience offered, the
main portion of each being on the march at
the time.. The fight on the left was 'veity
desperate; The enemy was repulsed, but 4n
being reinforced regained their position, frohr
which they were subsequently driven, after a
"desperate engagement of an hour and a half.
Gen. Thomas charged them for nearly a mile
punishing them severely. ,
About 2 P. M. the rebels made a dasht
the centre, composed of Van Cleve's and
Reynold's divisions. The former was struck
'on the right flank, and being vigorously push
ed., fell back until the centre was broken and
the troops much scattered. Gen. Thomas on
the left, and Gen. Davis on the right, threw
forward, their forces vigorously towards the
gap, and after a hard fight recovered the lost
ground. The fight on flit, extrenie right has
been light, the enemy apparently purposing
to get between:us and Chattanooga.
The general engagement ended by 4 o'cloek
P. IL Gen. Palmer, who had gathered the
scattered forces, and Gen. Negloy, who had
been sent 'from
.the right flank to feeltbe cen
tre, pushed forward and re-established our
line as it had been before, parallel with and
along the Chienminga
The country is level, and thickly over
grown with small. timber and brush, unfa
vorable to the use of artillery, and very li#le
'hal been used.
The battle thus far his been a bloody one.
Our loss is very heavy, and the prisoners say
that some of their regiments were almost 4-
nihilated.

America has orditinedl that the privilege of the writ of
habeas corpus shall not be suspended unless, when in caws
of Rebellion or invasion, the public. safety may require
it ; and whereas, &Rebellion was existing on the Sd day
of , hiarch, 1863, which Rebellion is still existing; and
whereas, by &statute, which was approved on that day,
it was enacted by the Senate and House of Repreeerda
tives in Congress assembled that, during the present in
surrection, the President of the United States, whenever
in his judgment the public safety may require, is author

States thepoblic safety does require that the privilege of
the said writ shall now be suspended throughout the
United States, in the emus whereby, the authority of the
President of the United States, the military, naval, and -
civil Officers of the United States, or any of them hold
persons under- their commander in their custody, either
as FT:scalers of war, spite, or alders or abettors of the
enemy, or officers, soldiere, or seamen, enrolled, drafted,
or mustered or enlisted in, or belonging to the land or
naval officers of the United States, or as deserters there.

Now, therefore, I Abraham Lincoln, President of the
United States, do hereby proclaim and make known to
all whom it may concern, that the privilege, of the writ
of habeas corpus is suspended throughout the United
States In the several cases before mentioned, and that
this suspension will continue throughout the duration
of the said Rebellion, or until this - Proclamation shall,
by a subsequent one, to be issued by the President oftbe
United States, be modified or revoked. And Ido hereby -
metre an - magistrates, attorneys and other civil officers
within the United States, and all officers and ethers In
the military and naval services of the United State'. to
take distinct notice of this suspension and to give it full
erect, and all citizens of the United States to ,conduct
and govern themselves accordingly, and in c . nformity
with the Constitution of the United States and the laws
of Congress in such cases made all d provided.
