on the smaller streams. The river is pretty

The national apportionment bill of Sen
ator Harlan differs but little from that of
Representative Mercur. It provides for two
hainlred and eighty members of the House,
and that any tf State admitted shall be
entitled to a Representative or Representa
tives, in addition to the above number. The
States entitled to increased representation,
it is provided by the bill, shall elect addi
tional members to the Forty-sec mJ Con
gress at their general elections next fall. If
tl.y hold uo gcucral election a special one
is to bo calied.
