During the year ending September 30,
1870, there were filed in the Patent Odicc
19,411 applications for paten's, 3.374 ca
veats, and 160 applications tor extension
of patents ; 13,62 patents, including re
issues and designs, were issued, 1 1,091
tendered, and 1.US9 allotsel but not issued,
by reason ol the non payment of the tiuul
fees. The receipts of the office during the
fiscal year were 5 13,630,429 in excess of its
expenditures.
The work of the Cenvj3 Bureau has
been energetically prosecuted. The prelim
inary report, containing much information
of special value aud interest, will be ready
for delivery during thft present .-ession. The
remaining volumes will be completed with
all the dispatch consistent with perlect
accuracy in arranging and clarifying the
returns. We shall thus, at no distant day.

ligation of frauds has been judiciously I
used, and the results obtained have been
of unquestionable benefit to tbe service.

duction of taxation and tariff to be so ar
ranged as to afford the greatest relief to
the greatest numbers; hone.-t and fair deal
ings with all other people, to the end that
war, with all its blighting consequences, may
bo avoided, but without surrendering any
right or obligation due to us ; a reform in
the treatment of Indians, and in the whole
civil service of tho country ; and finaTy, in
