Fatal Shooting. George Rosencranz,

Local Correspondence.

Mo. Editor: As none of your subscri
bers in this vicinity correspond with the
Joi rnal, I will "jest drop down" a few
lines to let you know how affairs are in
Burnside, and the immediate neighborhood.
Foremost on the tapis is the coming railroad,
and knots and groups may be seen in the
evening collecting a, different points to dis
cuss the latest war ne -vs, and the prospect
of an early advent of the "Iron Horse."
Several meetings have been held and quite
an amount subscribed. And it is likely
that a portion of the road wili be put under
contract before the charter Sipircs. Mr'.
James Ms-Murray and Mr. Jack Patchin
have been working hard and with some ef
fect, and are entitled to considerable credit
for the interest they took in this important
matter. Lot owners in the soon-to-be im
portant town are busy rolling and burning
the rubbish from their land in anticipation
of "big" figures iu time to come.
Mr. Iloraee Patchin is stirring lively
around Burnside, tearing out anil repairing
the W. C. Irwin property, expecting to
move in late this winter. Aaron is also on
the move, building a due little house at
Slabtown, a new granery and carriage house
at Patchinville. So you see, Mr. kill tor,
they are building "on it up" around here
pretty lively,
The timber makers arc making the woods
ring, and over on Chest they ate tearing
out some millions ot feet of saw logs. Next
on the carpet after the railroad, is our fa
vorite fall and winter amuscuicut, surprise
parties. We, the folks, collect and inarch
in pairs to the house of some neighbor,
who, having been warned of the event by
some half dozen, is, of course, nearly sur
prised out of his shoes. Alter the neigh
bor and family have lecovercd from their
terrible surprise the party march in and the
evctiliig entertainment begins, "Peel the
W.llow," "Chase the Carpenter," "Hang
the Fainter," and last but not least "Snap."
The company arrange themselves around
the room and a young lady arises and ap
proaches some young gent, she crooks her
thumb and iudex finger under his nasal and
quickly ejaculates "snap," uow lie is toper
sue her and if successful in capturing her
is rewarded with a kiss. Away she goes,
the young man in swift pursuit, her dress
catches iu a chair and during the delay in
unfastening it he comes up and "snap" is
changed to "smack." So it goes, until the
wee stua hours warn the party to retire.
There is considerable sickness prevailing
in the neighborhood just now. Something
like the dysentery, I believe, and quite a
number have died during the last few weeks.
The medical men attribute it to the unusu
ally dry fall weather, cool nights, and ex
ceedingly warm days.
An interesting Lyceum in in full blast at
Patchinviilc and our young orators are air
ing thems. Ives with tremendous effect, of
which more again.

tickets, printed, or written, or partlv printed and
partly written, severally classified as follows:
One ticket shall embrace the names of all judges
of courts voted for, and to be lubclled outside,
'judiciary;" one ticket shall embrace the tiauies
of the State officers voted for. and be labelled.
'State;" one ticket shall embrace the names of
all county . officers voted fur. including office of,
Senator, member and members of assembly, if

tbe person claiming to be assessed be naturalized

naturalization ; and if he claims that be designs
to be naturalized belore the next ensuing election
he shall exhibit the certificate of his declaration

ougb, township or election district is divided into
two or more precincts, the assessor shall not in

each elector resides, and shall make a separata
return for each to the county couimissioners.in all

Sku. 'i. Alter the assessments have been com
pleted on the tenth day preceding tho second
Tuesday in October of each year, the assessor
shall, on the Monday immediately following,
make a return to the county mmisionersof the
name of all persons assessed by him by the sec
ond section of this act, noting oppositeeach name
the observations and explanations required to be

to the return required by the second section of

Sec. 4. On tbe day of the election any person
whose nam is not on said list, and claiming the
right to vol at aaid eleetion, snail produce at
least one qualified voter of th district as witness
to the residence of th claimant in the district in
which he claims to be a voter, for the peridd of at
least to davs next preceding said election, which
witness shall take and subscribe a written, or
partly written and partly printed. affidavit to the
facts stated by him. which affidavit shall define
clearly where the ieidac is of th parson so
claiming to be a voter; and the person so ciatm
inr the right to vote shall also take and subscribe
a written, or partly written ard partly printed
affidavit, stating to the best of bis knowledge and
belief, where and wlieahe was born; that ha is a

Sec. 5. It shall be 'awful for any qualified citi
zen of the district, notwithstanding the name of
the proposed voter is contained on tbe Iit of res
ident taxables. to challenge the vote such p.rsn:
hereupon the same proof ot the right of suffrage
as is now required bylaw shall be politicly made
and acted on by tbe election board, and the vote
admitted or rejected according to tho evidence ;
every person claiming to be a naturalized citizen
shall bo required to produce his naturalisation
certificate at the election before voting, except
where h has been for ten years, consecntively. a
voter. In the district in which he offers his vote :
and on the vote of such person bcin.; received, it
shall be the duty of the election officers to write
or stamp on such certificate the viord 'voted."

ment required as aforesaid on said naturalization
certificate.
Sec 6. If any election officer shall refuse of
negieet to require such proof of the right of suf
frage a is prescribed by this law. or the laws to
which this is a supplement from any person offer
ing to vote whose name is not on the list of asses
sed votors. or whose ri grit fo vot is challenged
by any qualified voter present . and shall admit
such person to vofe without requiring soeh proof,
every person so offending, shall upon conviction,
be girilty of high misdemeanor, and shall he sen
tenced, for every such offence, to pay a fine rot
exceeding one hundred dollars, or to undergo an
imprisonment not more than one year, or either
or both, at the discretion of tbe court.

Sp.r. 9 The respective, assessors. inpe"or and
judges of the eloBtions shall each have th power
to administer oratbs to any persons claiming the

regard to any other matter or thing required to

under this act ; and any wilful false swearing by
any person in relation to any matter or thing
concerning which they sha'l be lawfully interro

Sec 10 The assessors snail each receive tba
fame compensation for the time necessarily spent
in performing the duties hereby enjoined as is

in other eases ,' and it shall not be lawful for any
as lessor to assess a tax against any person what

States ; any violation of this prevision shall bo a

to a fin, on conviction, not exceeding one hun

Sec. II. On the petition of fiv or more citlzons
of the county staling under oath that they verily
believe that frauds will be practiced at the elec
tion about to he held in any district it shall be
the duty of the curt of common pleas of said o,
if in sessioo.or if not. a judge thereof In vacation,
to appoint two judicioua.sobar and intelligent cit

lection: said overscan shall be selected from dif
ferent political parties, where the iu.potors be
lor.g to different parties, and wher both of said
inspectors belong to the same political party

posite political party; said overseers shall have
the right to be present with the officers of the
electicn. during the whole time tbe una is held,
the votes counted and the returns made out and
signed by the election offi :ers; lo keep a list of
votors. if they see proper ; t8 ehalleng nny poi
son offering to vote, and interrogate him and bis
witness un lor oath, it regard to his right of suf
frage at said e'eclion, and to examine his papers
produced ; and the officers of said elcetiou are
reouired to afford to said overseers so selected
and appointed every convenience and facility for
th discharge of their duties; and if said elec
tion officers shall refuse to permit said overseers
to be pre-enr and perioral their duties as afore
said, or if thev shall be driven away from the
. oils by violence or intimidation, all the votes
polled at such election district may bo rejected
by any tribunal trying a content under said eleo

Sec. VI If any protbonotary, clerk. r tbe
deputy of either, or any othot person, shall affix
the seal of office to any naturalisation paper, or
permit tbo same affixed, or give out or cause or
peruiit the same to be given out, in b-ank.where-by
it may be fraudulently used, or furnish a nat
uralization certificate to any peisou who shall
not bat e bceaduly examined and sworn in open
coart,in th presence of some of the judges there
of, according to tbe act of Congress, or shall aid
in, connive at, or in any way permit the issue of
any fraudulent naturalisation certificate, he shall
be guilty of a high misdemeanor ; or if any one
shall fraudulently use any such certificate of nat
uralization, knowing that it was fraudulently is
sued, or shall vote, or attempt to vote, on any
certificate of naturalization not issued to him. b
shall be guilty of a high misdemeanor; aud ei
ther or any of the persons, their aiders or abet
tors, guilty of either of the misdemeanors afore
said, fball, on conviction, be fined in a sum nut
exceeding one thousand dollars and imprisoned
in the proper penitentiary for a period not ex
ceeding thre years. -
Sec. 13. Any person who on oath or affirmation
iu or before any court in this Stale, or officer au
thorized to administer oaths, shall, to procure a
certificate of naturalisation, tor himself or any
other person, wilfully depose, declare, or affirm
any matter to b fact, knowing the. sam to be
false or shall in like manner deny any matter to
be fact knowing th same io be tru, shall b guil
ty of perjury ; and any certificate of naturaliza
tion issued iu pursuance of any such deposition,
declaration or atfirmation.shall be null and Void ;

fraudulently obtained, to take immediate mea

appointed as an overseer, who shall reelect or
refuse to perform any duty enjoined by this act.

is qualified, he shall be guilty of a misdemeanor

Sec. 2. And be if further enacted, That
if by or under the authority of the corrtitu
t ion or laws; of any State, or the laws ot airy
territory, auy act is orehall be reqnired to be
done as a pre-requisite or qualification for
voting, and by buch Coffettiutiou or laws
persons or ofiiecrs are or shall be charged
with the performance ot duties in furnishing
to cities an opportunity to perform such
pre-requisites, or to become qualified to o
it shall be the duty of every such person ad
officer to jive all citizens of the Uuited
States the same and equal opportunity to
perforin such pre-re'luisite. and .to lecoBre
qualified to vote without distinction of race,
eul r. or previous condition ot Borvituwle ;
and if any eueh person or officer Khali refuse
or knowingly omit to give lull effee to this
section, he shall for every such offence, for
feit and pay the sum of five hundred dollars
to the persou aggrieved thereby, to re
covered by an action on the case, with fall
cost and such allowance lor counsel fees as
the court shall deem jmt, and nhall also, for
every s-uch offence, be deemed guilty of a
misdemeanor, and shall, on conviction
thereof, be fined not less than five hundred
dollars, or be imprisoned not less than ono
month and not more than one year, or both,
at the discretion of the court.

which shall be made in pursuance thereof,

plrincnt to tho act relating to elections in

Assembly as provides that only white free
men hail be entitled to vote or be registered
a voters, or as claiming to vote at auy gene
ral or special election ot this commonwealth,
be and the same is hertby repealed; and
that hereafter all freemen, without distinc
tion of color, hhall be enrolled and registered
according to tho provisions ot the first sec
tion of the act approved the 17th day of
April, 1 SOU, entitled "An act further sup
plemental to the act relative to the elections
t this Commonwealth," and shall, when
otherwise qualified under existing laws, be
entitled Ui vote at all general and bpecial
elections in this (niiuouweallh."

and official duty '"to take care that laws be
faithfully executed ;" and it has come touiy
knowledge that sundry assessors and regis
ters of voters have refused and are refusing
to assess and register divers colored male
citizens of lawful age, and otherwise quali
fied as c!ciors :
Aoto therefore, in considerations of the
premises, the County Commissioners ot said
county are hereby notified and directed to
instruct the beveral Assessors and Registers
of voters thereof to obey and conform to the
requirements of (said constitutional amend
ments and laws ; and the Sheriff of said
county is hereby authorized and required to
publish in his Election Proclamation for the
ensiling elections the herein recited consti
tutional amendment, act of Congress, and
act ot Legislature, to the end that the same
may be known, executed and obeyed by all
assessors, registers of voters, election offi
cers, and others s and that the rights ancj
privileges guaranteed therein mpy be secur
ed to all citizens of the Commonwealth: eur
titled to the same. ,
