An appeal is made to the London Times on behalf of the starvingt'.population of Norland, a wide stretch of country in the northeast of Swe den. A communication says : Here, at the best of times, a thrifty and industrious peo ple gain a scanty subsistence from an un willing soil, and it is a rarely fine summer .that enables them to lay by anything a gamst their dreary Arctic weather. For seven years past the crops in that country nave been extremely poor. Last winter was one of the longest and severest ever known even in the north of Europe, and be fore the fitful summer sun and rain bad time to ripen them an early frost blighted and entirely ruined the corn crops on which the inhabitants were depending for subsis tence during the coming winter. The pop ulation is estimated at 70000 to 100,000, and already the most pitiable reports come of their condition how bread is not to be had for money, and people are living on roots and the bark of trees.
