Persons deprived of their pensions under Act of March 3d, 1865, by reason of being in civ il service are restored. 5. The heirs of invalid pensioners who died af ter application for their pension had been filed, and before the certificate was issued, and who have left widows or minor children, will be enti tled to receive arrears due at the death of the pensioner. 6. Pensions are extended to dependent fathers and brothers, the same as to mothers and sisters.
