A very singular state of affairs lias L?en revealed as existing in the Executive fllr:e of the State of Iowa. - For mouths there have been rumors that Gov. Scmie had di verted certain" moneys belonging to t he Slate, and a Legislative committee took the matter in hand. They soon discovered that the Governor is honest enough and that his private Secretary is the roeue. Moreover, they found that the .said Private Secretary, one Orwig, has been the actual Governor of the Slate, beini authorized by Gov. Stone to sign his name t aii sorts of documents, while the real Governor hud not been at the Capitol more than a dozen times in the two years he hasJield the office. Orwig .not on ly signed the Governor's name, but he act ed on all subjects without consulting that official, ami his fraud consists in diverting to his use 423,664 worth of land warrants. whuyi may be considered a mouerate theft when it is remembered that $151,254 worth passed through his hands, were signed with the Governor's name by him. and were ab solutely under his control. Orwig was be fore the Investigating Committee. aliQ teis tified that he had signed and issued procla mation, appointed days for thanksgiving and 'elections, general anl special; that he signed pardons, reprieves and discharges from the penitentiary, and exercised the pardoning power where he "thought justice demanded it," that he signed death war rants that sent criminals to the gallows ; that he signed the certificates of Iowa's six Congressmen, upon which they now hold their seats in Congress ; that he appointed public officers and approved their bonds ; and finally, to make a long matter short, that he had probably signed the name of the Governor to ninety-nine cases out of ev ery one hundred official papers that have needed Gov. Stone's signature. The Com mittee fully exonerate Gov. Stone from any complicity in the diversion of the bonds, but very naturally censure his loose way of doing business, and placing the whole inter ests of the State in the hands of an irre sponsible person ; and that will probably be the end of the matter, excpt that these revelations will foreclose any further aspira tions for public office that Gov. Representatives shall be appor tioned among! ho several States which may le includ-'d within this Union, according to their respective numbers, counting the whole number of persons in each tate, excluding Indians not taxed. But whenever in any State, the elective franchise shall be denied to any portion of its male citizens, not less than twenty-one ysrs of aue, or in any way abridged, excep; for participation in rebel lion or other crime, the basis of representa tion in sucn State shall be reduced in the proportion which the number of such male citizrns shall liear to the whole number of male citizens not less than twenty-one years of age. Sec. 3. Until the 4th day of July, 1870, all persons who voluntarily adhered to the late insurrection, giving it aid and comfort, shall be excluded tram the right to vote fir members of Congress and for electors for IVcident cud Vice President of the United States. Sec. 4. Neither the United States nor any State shall assume or pay any debt or obligation already incurred or which may hereafter be incurred in aid of the insurrec tion or war against the United States, or any claim for compensation for loss of invol untary service of labor. - Sec. -5. The Congress shall have power to enforce. by appropriate legislation the pro visions of this article. A BILL TO PROVIDE FOR THE RESTORATION OF THE STATES LATELY. IX INSURRECTION TO TIIIK FULL POLITICAL RIGHTS- Wirre'is, It is expedient that the States lately in insurrection should, at the earliest day consistent with the future peace and safety of the Union, be restored to full par ticipation in all political rights; and Whereas, Tire Congress did, by joint res olution, propore for ratification to the Leg islatures of the several States, as n amend ment to the Constitution of the United States, an article in the following words, to wii ; J The constitutional article recited above is here inserted. Those who acted as office ru of the Confederate States Army., so-called, above the grade of colonel in the army or master in the navy; and one who as Governor of either of the so-called Confed erate States gave aid or comfort to the late rebellion.
