A special letter from New York conveys tho exciting but mournful intelligence of the virtual downfall of the Republic of Mexico, and the apparently complete triumph of the French armies. A Letter destiny was confi dently prayud fur and even predicted ly the friendi, of tho jatriotic cause, especially siuec the rout au 1 wreck ot the pro-Javery rebels in the United States. It was hoped that from this result new pluck and hifiher heart would be given to Benito Jaukes, the Pres ident of the Republic, and his followers. And it waa an aspiration no loss confident that induced the prediction in some of the gravest quarters that Louis Napoleon would take the hint afforded by our victory over usurpation in these States, and quietly withdraw his columns from., a theatre in wluch, no matter what now may be the event, they can only gather ultimate dis grace and death. Uut the hope was as vain as the prediction was flattering. The iron of taction had gone too far into the vital of Mexico ; and what the internal strife left unaccomplished, foreign corruption came in to complete. In twenty-eight years the world has witnessed almost as many revolu tions in that beautiful but brutalized and beleagured country. Governed by the Span iards tor two hundred and seventy-three years, a rule temporarily lost, and then re covered only to be lost and won, until the condition of the country, even under the rule of the people themselves, liecamo the theatre of periodical confusion and change Mexico has at last lasped into the hands of another strong European power. As we recur to the Mexican troubles before Napo leon came in with his stimulated yet plau sible pretext, it would almost seem impossi ble for a people so dislocated to be held to gether by any power, cr to be permanently rescued from precisely sunn a fate as has be fallen them. Take the following .-ketch of nine years of internecine convulsions from 1851 to 1SG0: Arista su.xe led IIerhera in 1853, when Santa Anna was recalled, and for the fifth time placed at the head of the Government 1 Attempting to perpetu ate his rule, he was compelled to fiy in 1S55. CARHUEltA succeeded and ruled for twenty seven days, being driven out in his turn. After some weeks of anarchy, Ai.VAn.K7. be came lVesident, and held the power about two months, when he resigned in favor of Uomonfobt. He held the baton frcia De cember, 1S55, tillJanunry, 1858 when the Conservative party cot up a revolution, dis- ilaced him, and put in Zcloga. Zri.o aoa as beaten by General Roulk, in 1650, when Mhia.mon again appeared, became chief of the Conservatives, and gradually .making head against Juarez till Louis Napoleon appeared upon the scene ; and Miramon is acting, like other Mexicans, under his patronage and pay. Phil' a Press. Hayti Its Present Political Condition. The Island of Hayti is not so large in era as Pennsylvania, and has but one-third as much population as thisState, yet it has two revolutions on baud and one foreign war. Half the Island is Spanish and half negro. The negro- half is a so-called republic, the Picsident being for life. The white half is a real republic, and a I rovisional'government has been conducting its ioIui& 1 affair for the last few years, during the invasion by Spain. Spain does not like republics," and the tried to "squelch" the little Spanish re public, which had so often defied her power, and established its independence. She' took advantage of our rebellion to annex, the Spanish half of the Island, but the expe riment did not succeed, for the Dominicans drove her out. The attempt under the Spanish O'Donne'l ministry, is to be renew ed, after protcbtations from the Narvarcz ministry, lately in power, that Spain was no longer a proselyte to tho very common idea of cxtcndingpolitical empire by foreign con quest. In tho miJst of this trouble comes a popular revolution, the chief towns rising against General Pimcntel, who has been hi command cf the Dominican troops, and pro nouncing in favor of Cabral, whom they name Protector of the llepllic. . Caral's manifesto announces "liberty, equality, fra terni:y," that he expects to secure unity and peace, doiies co-operation, and advises Pimcntel for the sake of tho Republic to submit to its choice. The negro half of tho island is in revolu ' tioa also it almost always is fluctuating between republicanism an 1 absolute monar chy. UeflYard, who overthrew I'uustin the First, and re-proclaiuied the. republic, fixed himself iu power for life. There have been one or two attempts to overthrow him, and on one occasion his life was attempted by assassination, but his daughter was the vic tim of the bullet sent at his head. A rebel lion is now injprogress, and the rebels appear to tie specially inimical to tho white residents, demanding that they shall have none of their usual privileges, and threatening their lives. This revolution is led by a committee of ten chief s, whojhave sent a com mis.-ioner to Wash ington to represent their cause. When our Goverumeutrecenly acknowledged the inde pendence, and accepted a minister Plenipo tentiary to represent the liaytien Govern ment, it probably did uot exjnjct so soon to have two claimants to that honor. The rep rescntative of the Rebel power.it truly repre sented in their enmity to the whites, may findsome difficulty iu establishing their claim to be heard. Hayti, which is so torn by civil dissension and war is a most beautiful and fertile island, but its agriculture is in the most primitive sita. Its commerce is valued at $10,000,000. Seventy-five years ago its exports were nearly $23,000,000. Su gar is" no longer exported. The exiwt of couee lias been reduced to one-third, and of cotton one-tenth ot its former export. That the Ohio copperheads are a frank and fearless band of rascals, so far as the confes sion of their faith in treason and traitors is concerned, is fully proven by the following resolutions adopted by the Madison County 'Democratic" convention: 1.
