It will be seen by their advertisements, that the Commissioners will pay to each man h;) puts in a substitute, the suia of $300. 1 liis shoulj certainly, stimulate men subject to the draft, to make great exertions to pro f'Jre substitutes. While we have some Qoubt as to the propriety of this action up on ihe part of the Commissioners, still it has been determined upon, and it will be prudent for every man liable to draft to a vail himself of its benefits. The oil "foyer" is on the increase in this county. Springs have been found in numerous additional localities, from those heretofore mentioned, which emit petroleum ; but experiment alone will demon strate whether it exits in large quantities or not.
