nesday at $1,50 per annam in advance. If not
paid at the beginning of the year, $2,00 will be
charged.

CONSTITUTION.

amendments be proposed to the Constitution of
tne (Jommonwealtn, m accordance wittt the pro
visions of the tenth article thoreof :
There shall be an additional section to the
third article of the Constitution, to bo designated
as section four, ns follows :
"Section A. Whenever any of the qualified e
lectors of this Commonwealth shall be in any ac
tual military service, under a requisition fioin the
President of tho United States, or by the author
ity of this Commonwealth, such electors may ex
erciso the right of suffrage in all elections by the
citizens, under such regulations as are, or shall
bo, prescribed by law, as fully as if they were
present at their usual placed election."
Section 2. Thero shall bo two additional sec
tions to the eleventh article of tho Constitution,
to bo designated as sections eigkt, and nine, as fol
lows :
Section S. No bill shall bo passed by the Leg
islature, containing more than one subject, which
shall 00 clearly expressed in the title, except ap
propriation bills "
'Suction 9. No bill shall bo passed by tho Lex
islature granting any powers, or pivilcges. in
any case, whero tho authority to grant such pow
ers, or privileges, has been, or may hereafter be.
