Retcbxeo Home. Captain E. A. Irvin, we
learn, reached home one day last week. He is
suffering from a wound in the neck, received
in one of the battles in Maryland. He was
struck by a bullet, when in advance of his
company, waving bis sword and urging his
men to the charge.
Notice We have been requested to state
that a number of the men belonging to Cap
Uii Z. C. M'Cullough'c company sent borne
their clothing trora Harrisburgh. packed in a
ox. The friends of the soldiers are request
d to call at Graham, Boynton 8c Go's Store
and take away such of the articles as they are
entitled to receive.
Cocbt Pkoceedisgs. We give a full synop
sis of the doings of Court, this week. The
most interesting feature of the prooceedings
is the application for order of Court to have
the Relief Board meet. The Commissioners,
(by their counsel, W. A. Wallace, Esq.) res
ponded, and after due consideration the Court
issued the decree applied for. Read the pro
ceedings, as they are full of interest.
Death Waa slaughtered on the late bat
tle-field. Ant Ietaru Creek, Maryland, on the
17th of September, 1862, Joseph Parrish
Bspomaix, aged 25 years, 8 months and 13
days eldest son of Jpsae Broomall of Clear
field county. This young roan was a member
of the Buck tails, aud one of the bravest of the
brave in bis endeavors to crush out the most in.
glorious and unholy rebellion that ever afflict
ed any nation on the face ot God's earth.
The Draft. By authority of the Governor
of this Commonwealth, the draft has been
pesponed until Thursday the 16th of October,
1862. Applications for exemptions, of per
suns who msy have been in the service of
I lie State, and who have not already bad the
epportunity to attend such appeal, will be
heard on Monday and Tuesday, the 13th and
14th days of October instant, at the Court
House in Clearfield borough.

mains of Ellis I. Hooter, reached this place
on Saturday evening ho having died at Ty
rone on Friday. The funeral took place on
Sunday from the house of Judge Leonard.
Rev. Galloway preached a sermon on the oc
casion in the Presbyterian Church, from
whence the rorauins were followed to the Cen
tre Church burying ground by a large con
course ot relatives and neighbors. ' The pro
cession was preceded by the "Clearfield Saxe
Horn Band," of which Ellis was formerly a
member. Peace to his remains.
" The 'Chubcb-ooisj Bell. Arrangements
have been made to have the Court House Bell
rang hereafter for Preaching, Sunday Schools
and Prayer meetings, by the several churches
in this place. Below we give the hours at
which the bell will ring, for the objects nanvd :
At 15 tninntes before 9 o'clock, on SunU '
morning, for Sunday Schools.
At 10J sud 11 o'clock, on Sunday morning,
lor preaching in the several churches.
At 15 minutes before 3 o'clock, In the after
noon, for Presbyterian Sunday School.

Tbe petition of Hannah Mains respectfully
represents, that her husband Jonas Mains en
listed in the service of the United States, and
is now in the army, that she has a claim for
relief under the Act of Assembly in such
cases made and provided ; but, a-i she is in
formed and believes the officers, viz : the As
sociate Judges and Commissioners, designa
ted in tbe said Act of Assembly as a Relief
Board, have never met as they are required
to do by the said Act of Assembly therefore
she prays your honor that a rule may be grant
ed upon the said Judges and Commissioners

such Relict Board, under tbe Act of Assembly.

of Common Pleas of Clearfield County t
The answer and return of Jacob Kiintz and
Samuel C. Thompson, Commissioners of the
County of Clearfield, to the petition of Han
nah C Mains, Hnm'dy sheweth;
That they are desirous to obey the laws of
the land, but are not advised that tbe levying
of a tax, and meeting as a Relief Board under
the provisions of the Act of 1861, were com
palsory duties upon them ; but believed, and
still do believe and insist, that the imposition
of a relief tax upon the people of the county,
was optional with tbem, and left to their
sound discretion, but would have not hesita
ted to lay and collect such tax to appropriate
to all meritorious cases, in the county, but
for reasons peculiar to tbe situation of tbe fi
nancial matters of tbe county, among which
is the fact that a heavy load of debt and griev
ous taxation are just now imposed upon the
people of the county, by reason of the erec
tion of a new Court Hous i that in the past
year the people of tbn county have subscribed
large amount of money to a relief fund, to
wit : the sum ot 53,500, or there ibouta, wbich
moneys have been disbursed by a committee
of citizens to all worthy .objects these mon
eys bave not all been expended in relief dona
tions, and that but two applications have been
made to tbe Board of Commissioners for a re
lief out of the county funds that those cases
were relieved out of the private means of cit
izens and your respondents.

dents having appeared to the rnle and put in
their answer to the petition forthwith, and the
facta stated in . tbe petition not having been
denied: after hearing, it is ordered that tbe
persona composing' the Board of Relief of
Clearfield county, vie: Samuel C. Thompson
sod Jacob Kuntz, tbe surviving Commission
era, and John D. Thompson and James Bloom,
the Associate Judges of said county, do meet
monthly, or as often as tbey find neceaaary , at
tot office of the Commissioners, and upon rea
sonable claim or suggestion, furnish such a
mount of support, or relier, in nuch individu
al case s they may deem suitable and proper
for the families, or for persons resident in
said county, in any degree dependent upon
such volunteers as have been enrolled and
mustered , into service from the - said coanty,
underxorder from tbe Governor of the Com

Internal Revenue. Below we give a let
ter of instructions in relerence to the purchase
of "Internal Revenue Stamps"! '
, Office of Internal Revenue, Sept'r 17tb,
1862. Revenue stamps may be ordered irom
this office In quantities to suit the purchasers.
Orders should cover remittances of Treasury
Notes, or an origical certificate of a United
States Assistant Treasurer, or designated de
pository, ot a deposit made for the purchase
of stamps. -The following commission paya
ble in stamp, will be allowed ; On purchases
of $50 or more, 2 per centum ; on $100, 3 per
cent. ; on $500, 4 per cent. ; on $1,000, 5 per
cent. In sending orders for stamps it should
be remembered that every stamp expresses
upon its face its kind as well as its denomina
tion, and that each stamp must be used for the
purpose thus specified, and for no other. For
instance t check stamps must be nsed for
checks alone ; contract stamps only for con
tracts, &c, &c. ' Revenue stamps will be rea
dy for delivery, on tbe 22d instant. Every
correspondent is requested to give the Sute,
as well aa town and county, of bia residence.
If not otherwise instructed, tbe stamps will be
transmitted by mail.. . .

cesses of law, from hindering this measure,
and from giving aid and comfort, in various
ways, to the insurrection : i :

Firt, That during the existing insurrection,
and aa a necessary measure for suppressing tbe
same, that all rebels and insurgents, their aid
ers and abettors, within the United Stales, and
all persons discouraging volunteer enlistments,
resisting the militia drafts, or guilty of dis
loyal parties, ' affording "aid and comfort to
the rebellion against tbe authority of the
United States, shall be subject to martial law,
and liable to trial and punishment by courts
martial or military commission.
Second, That the writ of habeas corpus is sus
pended in respect to all persons arrested, or
who are now or may .hereafter, during the re
bellion, be imprisoned in any tort, camp, arsi-
nal, military prison,,or other place of confine

tence of any court-martial or military commis
