It wilt hardly bo believed that it is
upon such arguments as are contain
ed In the extract from tho Congress
ional address the Democracy of tho
United States aro calted upon to or
ganize and act. The signers to this
address, not content with the com
placent misrepresentation which I
havo just exposed, pronounces the
following verdict against tho Gener
al Administration t

ministration for tho twelve months
past has been, and continues to be, a
history of repeated usurpations of
power, and of violations ot the Con
stitution, and of the public and pri
vate rights of the citizen. For the
proof we appeal to the facts too re
cent to need recital here, and too
flagrant and heuioua for the calm
narative which we propose."
It is only necessary to reply to this
by recalling public attention to the
fact that every step taken by tho Ad
ministration was to preserve the Gov
ertrnrent from annihilation, to save
the National Capital from capture
And bloodshed, and to resist the at
tacks of bands of traitors intent upon
the overthrow of our liberties. And
if Mr. Lincoln is to-day the object of
Teneration and gratitude of thoA
merican people, as I believe bim to
be, is becauso be resorted to these
measures, (and for the glorious ob
jects in view,) so virulently denjunc
ed by these fourteen Democrats.
