The free white persons ol one district are set down at 1,950, the colored population in the same district 12,094 i the whites forming only one-sixth of the number colored, upward of 12,000 of whom are slaves. In Lower All-Saints district the disproportion appears to be still more marked ; for Instance, in a population of 4,831, only 22G are free per sons, 119 of whom are males. This would give an average of rather more than 38 slaves to each white male in that district. The grand total of slave population in the above districts is 16,605; of free persons, 3,195. Here we have a population of which less than one-sixth aro white persons,andthe remaining five-sixths slaves. It is singular that this over-restless State can't see the weakness of her folly and the folly of her weakness! TERMS OF THE JOURNAL.
