On Wednesday Evening the 20lk instant.
THE friends of Fillmore axd Doxelso.v, will
assemble in Mass Meeting, in the Court
House in the Borough of Clearfield, on Wed
nesday evening, the 20th inst, (Court week.)

AMASS MEETING of those opposed to the
policy of the present National Adminis
tration will be held near the residence of C.
Jeffries, in Woodward township, on SAT
URDAY, the 1CT1I day of AUGUST, the an
niversary of the Battle of Bennington. Sev
eral speakers will be in attendance to address
the meeting. A large turn-out is expected.
DELEGATE CONVENTION. A Mass
Convention of those opposed to the Pierce
and Buchanan Democracy having been called
to meet in Clearfied on Tuesday of August
Court week, it is also proposed that a Dele
gate Convention for forming a Countv Ticket
be held on the same dav. Those who arc
opposed to the policy of the present National
Administration and the election of James Bu
chanan to the Presidency, in the several town
ships and boroughs throughout the countv are,
therefore requested to meet at the usual places
of holding elections, on Saturday the lQlh of
Jiugvst, and each select three delegates to meet
in Contention, at Clearfield, on Ttesday the
19th bay of ArccsT, at 2 o'clock, P. M.
(court week,) to form a County ticket, and to
transact such other business as will be brought
before them. July 30, 18-3G.

UNION ELECTOEAL TICKET.
The following plan of a Union Electoral
Ticket in Pennsylvania, has been received with
much favor, wherever made known :
Pennsylvania is entitled to 27 electors. Let
a.L')1::" invention be called. Let the friends
ot r illroore and Donclson, and of Fremont
nnd Dayton, meet together, and agree upon "6
common electors to bo placed on each ticket.
L.et the r ll.more and Donelson ticket be com
peted by adding to the 20 common electors a
-'thin favor of Fillmore and Donclson. Let
the r remont and Dayton ticket be completed
by adding a 2, th in favor of Fremont and Day
tou. In this way the Opposition would be
united as to 2G electors, and would certainly
elect those 28. Each ticket would show the
preference of every voter. It would indicate
the number for Fillmore and the number for
I remont. Every Fillmore ticket counted ac
cording to this plan must have the 26 common
electors upon it, as.well as the Fillmore elec
tor. And so must every ticket counted fur
Fremont have the 20 common electors upon it
as well as the Fremont elector. Otherwise,
the friends of Buchanan might interfere with
the result by voting for one of the 27th elec
tors, in combination with 20 Buchanan elec
tors. Let the 20 common electors be pledged
to divide their electoral votes between the dif
ferent Opposition candidates above named in
proportion to the strength of each in the Op
position ranks, as indicated by the result at
the polls.
This plan avoids objections which apply to
nearly every other, and combines advantages
possessed by no other. Among those advan
tages, wo may siate the following :
1. It does not leave the voter in uncertainty
as to the result of his vote. Every Fillmore
vote would count for Fillmore, and everv Fre
mont vote for Fremont. So far as Fillmore
vctes are polled will Fillmore electors be elec
ted, and so far as Fremont votes are polled
will Fremont electors be elected.
2. It would involve no sacrifice of principle
or feeling- It would not be a yielding up of
cither Fillmore or Fremont, but it would be
giving to each as many electoral votes as his
strength entitles him to receive.
3. The zeal ofthe respective friends of Fill
more and Fremont for their favorite candidate
would not, under such an arrangement, be an
element of weakness to distract the opposition
ranks, and thus increase Buchanan's chance of
success, but rather an element of strength,
the more certainly iusuring his defeat.
4. It is an arrangement so just to all, that
none can object to it except those who wish
to give the State to Buchanan.
Still iuei Come ! The Norristown Herald,
the senior editor of which is a Whig and the
junior an American, the Delaware Co. Repnb-
lican, an old line Whig paper, the Lehigh Val
ley Times, recently a Stockton paper, the Erie
True American, the Meadville Spirit of the -tfgf,
and the York .1d.coca.tc, all in this State, have
within the last two weeks run up the Fremont
and Dayton flag.
Texas is suffering from severe drouth at the
present time. At Galveston and up the Colo
rado, the crops are ruined, and it is stated that
cattle and horses are dying on the prairies.

RESOLUTION, PROPOSING, AMEND
MENTS TO THE CONSTITUTION
OF THE COMMONWEALTH.
Resolved, hp the Senate ami House o f Represen
tulivex of the Common irealth o f Pennsylvania in
General Assembly met, That the following amend
ments are proposed to the Constitution of the Com
monwealth, in accordance with the provisions of
the tenth article thereof.
first amendment.
Th ere shall be an additional article to said con
stitution to be designated as article eleven, as fol
lows : article xr.
OF PULLIC DEBTS.
Section 1. The state may contract debts, to sup
ply casual deficits or failures in revenues, or to
meet expenses not otherwise provided for: but
the aggregate amount of such debts, direct and
contingent, whether contracted by virtue of one or
more acts of the general assembly, or at different
periods of time, shall never exceed seven hundred
and fifty thousand dollars, and the money arising
from the creation of such debts, shall be applied to
the purpose for which it was obtained, or to repay
the debts so contracted, and to no other purpose
whatever.
Skctiox 2. In addition to the above limited
power the state may contract debts to repel inva
sion, suppress insurrection, defend the state in war,
or to redeem the present outstanding indebtedness
of tho state; but the money arising from the con
tracting of such debts, shall be applied to tho pur
pose for which it was raised, or to repay such
debts, and to no other purpose whatever.
Skction 3. Except the debts above specified, in
sections one aud two of this article, no debt what
ever shall be created by, or on behalf of the state.
Suction 4. To provide for the payment of the
present debt, and any additional debt contracted
as aforesaid, the legislature shall, at its first ses
sion, after tho adoption of this amendment, create
a sinking fund, whi'di shall bo sufficient to pav
tho accruing interest on such debt, and annually
to reduce the principal thereof hy a sum not less
than two hundred aud fifty thousand dollars;
which sinking funil shall consist of the net annual
income of the public works, from time to time
owned by the state, or tho proceeds of the sale of
the same, or nny part thereof, and of the income
or proceeds of sale of stocks owned by the stato,
together with other funds, or resources, that may
he designated by law. The said sinking fund may
be increased, from time to time, by assigning to
it any part of the taxes, or other revenues of the
state, not required for the ordinary and curreut
expenses of government, and unless in case of war,
invasion or insurrection, no part of tho said sink
ing fund shall be u ed or applied otherwise than
in extinguishment of the public debt, until the a
inount of such debt is reduced below the sum of j
five millions of dollars. I
Section 5. The credit of the commonwealth shall
not in any manner. or event, be pledged, or loaned
to. any individual, company, corporation, or asso
ciation ; nor shall the commonwealth hereafter be
come a joint owner, or stockholder, in any compa
ny, associution. or corporation.

any county, city, borough, township, or incorpora
ted district, by virtue of a vote of its citizens, or
otherwise, to become a stockholder in any compa
ny, association, orcorporation ; or to obtain money
for, or loan its credit to, ny corporation, associa
tion, institution, or party.

containing at least three thousand five hundred
taxablcs, may bo allowed a separate representa
tion; but no more than three counties shall be
joined, and no county shall be divided, in the for
mation of a district. Any city containing a suffi
cient number of taxablcs to entitle it to at least
two representatives, shall have a separate repre
sentation assigned it, and shall bo divided into
convenient districts of contiguous territory, of
equal taxable population as near as may be. each
of which districts shall elect one representative."

vided into single senatorial districts, of contigu
ous territory as nearly rtral in taxable population

The legislature, at its first session, after the a
doption of this amendment, shall divide the city
of Philadelphia into senatorial and representative
districts, in the manner above provided ; such dis
tricts to remain unchanged until tho apportion
ment in the year one thousand eight hundred and
sixty-four.
