1J Convention of those opposed to the Pierce
and Buchanan Democracy bavin? been called
to meet in Clearfied on Tuesday of August
Court week, it is also proposed that a Dele
gate Convention for forming a County Ticket
lie held on the same day. Those who are
opposed to the policy of the present National
Administration and the election of James Bu
chanan to the Presidency, in the several town
ships and boroughs throughout the county are,
therefore requested to meet at the usual pl.iccs
of holding elections, on Saturday the ltiA of
August, and each select three delegates to meet
in Convention, at Cloaifk-1 1. on Tuesday the

527 acres surveyed on warrant No. 1901 one other
tract of 100 acres, more or less, beginning at au
old hemlock, thence south 83 deg. west 200 per

ches to beech, thence south 54 deg. cast 213 perch
es, thence south 50 deg. east 10 perches to post,

ALSO By virtue of a writ of Icari Farias, all
thnt oertain seared sawmill sitnato on whiskey
run, Hell township, Clearfield county. Pa., on a
tract of land bought by J. & J. Thomas from D. S.
Stewart & Co., and conveyed by deed to them by
OvL. Reed, on the west side of the River Susque-
h inn, mid about 1 of a mile therefrom being the
nnlr smw mill on said whiskey run, said mill be-
in" about 50 feet in length, and 20 feet in width,
being intended for one saw, being a doublo gear
ed mill and over-shot wheel, and the water right
and r-nrtilhiL-o appurtenant to said mill. Seized

ments are proposed to the Constitution of the Com
monwealth, in accordance with the provisions of
tho tenth article thereof.
FIRST AHEXDIF.XT.
There shall be an additional article to said con
stitution to be desigaated as article eleven, as fol
lows : AUTICLK XI.
OF PUBLIC DEBTS.
Section- 1. The state may contract debts, to sup
ply casual deficits or failufcs in revenues, or to
meet expenses not otherwise provided for: but
tho aggregate amount of such debts, direct and
contingent, whether contracted by virtue of one or
ruoro ucts of the general assembly, or at difiercnt
periods of time, shall never exceed seven hundred
and fifty thousand dollars, and the money arising
from the creation of such debts, shall be applied to
the purposo for which it was obtained, or to repay
the debts so contracted, and to no other purpose
whatever.
Section 2. In addition to tho above limited
power tho state may contract debts to repel inva
sion, suppress insurrection, defend the slate in war,
or to redeem the present outstanding indebtedness
of the state; hut the money arising from the con
tracting of such debts, shall bo applied to the purpose-
for which it was raised, or to. repay tsuoh
debts, and to no other purposo whatever.
Suction 3. Except the debts above specified, in
sections one and two of this article, no debt what
ever shall be created by, or on behalf of the state.
Suction 4. To provide for the payment of tho
present debt, and any additional debt contracted
ju? aforesaid, the legislature shall, at its first ses
sion, after the adoption of this amendment, create
a sinking fund, which shall bo sufficient to pay
the accruing interest on such debt, and annually
to reduce tho principal thereof by a sum not less
than two hundred and fifty thousand dollars;
which sinking fund shall consist of the net annual
incomo of the public works, from time to time
owned by the state, or the proceeds of the sale of
the same, or any part thereof, and of tho income
or proceeds of sale of stocks owned by tho state,
together with other funds, or resources, that may
bo designated by law. The said sinking fund may
bo increased, from time to time, by assigning to
it any part of the taxes, or other revenues of the
state, not required for tho ordinary and current
expenses of government, and unless in ease of wnr,
invasion or insurrection, no part of tho said sink
ing fund shall be u cd or applied otherwise than
in extinguishmont of the public debt, until the a
mount of such debt is reduced below tjbc sum of
five millions of dollar.
Section 5. The credit cf the commonwealth shall
not in any manner. or event, be pledged, or loaned
to. any individual, company, corporation, or asso
ciation : nor shall the commonwealth hereafter be
come a joint owner, or stockholder, in any compa
ny, association, or corporation.
