terms for which they were originally elected ;

than twenty taxable inhabitants of any town
ship t townships, desiring the formation of
the territory upon which they reside into a
separate and independent common school dis
trict, and setting forth the bounds 'of such '

Sec. 6. That whenever a new district shall
be erected according to the provisions of this

ment. Sec. -7. That at the next annual assessment
after the erection' of any such new common
school district, it shall be the duty of county
commissioners of the proper county to cause
a separate assessment of the suljecfs and
things liable to school tix in each ' portion of
the new district lying within his proper town
ship to be made out by the proper assessor
thereof, and to be returned to them, where
froru, after adjustment, they shall c inse to be
mads a correct copy of the assessment thus
obtained, in every portion of the new district
and shall f;.rnish Ihe same to the secretary
thereof, in accord mce with the twenty-ninth
section of the act to which this is a supple
ment : and they shall, in like manner and at
the tinie time, cause to be made out and fur
nished to the state superintendent of common
schools, a full list of the tax tLle inhabitants
of said new district, according to the provis
ions of. the forfy-ninth ' section of the act to
which this is a supplement; and they shall
pay out of the county funds to sud assessors,
the usual compensation for the services en
joined by this section.
Sec 8. That the state superintendent of
common schools shall, on the application ot
the boards of directors of a majority of The
school districts in any county of thiscommon-
wealth, stating their desire. to increase the
salary cf the connfy superintendent, fixed at
any of the periods named in the thirty-ninth
tection of the school law of one thous md eight
hundred and filly-four, or at any sub.se pictit
triennial convention of director., appoint the
time and place of re-assembling of the con
vention of directors, who shall have all the
powers conferred by the' said thirty-ninth sec
tion. Sic. 9. That the Pennsylvania School Jour
nal shall be recognized as the official organ o!
the department of common schools of this de
partment, in wbicij the current decisions made
by the superintendent of common schools
shall be published free of charge, together
with all oiTici il circulars and such other letters
of exjdan uion and instruction as he in-iy. find
it necessary or advisable to issue from time to
time, including his annual report; and the su
perintendent is hereby authorized to subscribe
for one copy of siid School Journal, to be
ent to each board of school directors in the
State, for public rse, snd'ehargo the cost
thereof to tiie contingent expenses of the de
partment of common schools.
Sfc. 10. That all boroughs and townships

and independent of each other in the assess
ment of sid r ites and levies, and for school
purposes; and the respective. townships and
boroughs so separated, shall elect their own
assessors and other officers, whose duty it sh til
be to exercise the s one powers and authority
as are now exercised by- township assess'T.
generally, in the discharge of their duties in
relation to the assessment ol county rates and
levies.
Stc. 11. Tint the twenty-ninth section of
the act to which this is a supplement, shall not
be construed to authorize the taxation of any
object or property, for school purposes, which
shall not be contained in the' copy of the l ist
adjusted valuation of proper suljects and
things m ule taxable for state ' or' county pur
poses, furnished to the board of directors, or
controllers, by the county -commissioners..-
Sec. 111. That ta collectors are township,
ward or borough officers, 'within the Irue intent
and meaning of the general school' law of one
thous md eight hundred and forty-nine; and
one thousand eight hnedred and fifty-four, and
that school directors and treasurers of the
school fund were and are exempt from serv
ing as such collectors, within the meaning of
siid actr
Sec 13. That the superintendent of com
mon scfiools be authorized . and directed to
pay out the stite appropriation to the respec
tive school districts, for this present school
year, in all c ises where bon i fi le efforts have
been made to comply with the provisions of
the law requiring the schools to be kept open"
four months, but failed from want of teachers
or timely knowledge of the Lite law, or other
cause which shall be deemed just and satisfac
tory to the superir.tendeid. ?

uc Uion is to vitalize knowledge. Some teach
ers instruct their scholars very thoroughly,
who never edu'oata them at all. They teach
them to commit the rules of their arithmetic
or grammar by heart, but never lead themto
compreheud a single principle ; in ike them
learn thousands of mines of pa:es, without I
giving tbuni any idea of geogiaphy . ' -'
