THE XXIID DISTRICT.
At the last Congressional election, there
were polled in the Twentp , second District
11,981 votes, as follows:
Purviance, Republican...

There are now two Black Republican can
didates in the field in this district, and, as
there is no American candidate, the total Reo
publican vote is 7,127. Of this vote, 4,021 is
in Allegheny county, and 3,105 in Butler
county. Of the 4,854 Democratic v0te5,2,271
are in Allegheny, and 2,583 in Butler. NJW
making all reasonable allowances for the ef
fect of side issues in Allegheny county, it is
not reasonable to suppose that either Mr. M'-
Knight or Mr. Williams can carry more than
half their party vote—in other words, that
the 7,127 votes will be divided between them.
This will give them, say 3,563 votes apiece.—
A Democißt, with a pure record and sound
on the tax question, would receive most, if
not all, of the 4,854 Democratic votes, or at
least enough of them to elect. There never
was such an oppgrtunity for the Twenty,seo
ond District to return aDemocratic Congress
man, than the present. Will the Democrats
of the district pe'rmit themselves to be bare
boozled out of this chance, for the sale of a
notorious Black Republican like Thomas Wil
liams? We hope not. Let them nominate
and elect a Democrat. They can do it if they
will. If a good Democrat is placed in the
"field, either Williams or M'Knight will be
compelled to withdraw—certainly neither of
them would be elected.
THE RAILROAD CONVENTION.
We give, in this morning's paper, a very
complete abstract of the new railroad regula'.
tions, made by the recent convention of rail
road officers at Philadelphia , which we take
from the Railroad and Mining Register. The
subject is one of great importance, not only
to those interested in railroad stocks, but to
every producer and business man in the west
ern country.
Concerning the probable ratification of the
agreement by the two New York companies,
the tribune of Thursday says :
Mr. Moran and Mr. - Corning had no interview
yesterday, bat the arrangement entered into last
week at Philadelphia, by the four great routes
to the west, was before the Erie board for con%
eideration, and tho opinion of the Directors ap
peared to be almost unanimous for its accept
ance. The arrangement will probably be agreed
to during the week, by consultation between
the Erie and Central managers.
Tiu Democratic Conferees of the Eleventh
Congressional District, composed of the coun
ties of Schuylkill and Northumberland, met
at Pottsville, on Friday, - and nominated the
Hon. William L. Dewart, of Northumberft
land, for reelection to Congress.
FREMONT carried Maine by thirty thous
and majority—Morrel's majority is about ten
thousand at the recent election. Here is a
Democratic gain of twenty thousand. There
is more significance and encouragement to
the Democ . racy in the recent result- in Maine
than at first strikes the eye. Stich gains inA
spire hope and confidence, and in 1860 we
have no ddnbt the " news from Maine" w ill
be good for the Democracy.
The State Fair.
Under the direction of Capt. John Young,
snperintendant of the grounds, everything
for the approaching State Fair is being put
in first rate order. The buildings and fences
have all , been newly white-Washed—the
drainage of the ground has been improved, the
race course has been newly tanned and every
accommodation provided both for exhibitors
and visitors. A large number of stands
have been taken and from the large number
of entries already made, it is evident that
this fair is to be the grandest affair of the
kind which has ever taken place in this part,
of the State.
Holt. Auousrua alum, recently of this
city, died in Greensburg, on Friday last, of
disease of the heart.
Goy. Diarvart, of Kansas, ; who has resigned
his 'commis —.

October, will resume his position as Comxnis

Yellow Paver In New Orleans
The New Orleans Picayune, of September
12th, says that the dry, brief, but fearful rec
ords of the daily progress of the epidemic—
which holds possession of no one particular
ward or street, but has its sway over the whole
city—tell sufficiently their own tale to our
friends abroad of the severe trial we are un
dergoing. The fever knows no abatement.—
Despite the large dimunition in the number
of persons open to its attacks, the fell des
troyer counts up his victims without dimu
nition of number, and it is impossible to fix
any turning point for the calamity. The
many indications of fall and cool weather
give hope of a speedy relief which cannot
come too soon.
One of the noticeable and melancholly fea
tures of this mortality of the season has been
the large nmber of deaths among infants and
children. Parents, poor and rich, will long
remember this summer with painful remin-

The Atlantic Telegraph Gable.
There are some who think that the Atlan
tic Cable has spoken its last words ; there
are others who say all that is needed to make
it talk intelligibly is to have it in the hands of
American electricians, under their direction
and with their instruments in operation. Dr.
Whitehouse and Dr. Thomson have both failed
to make it work ; the experiments of the first
named individual have cost the company, it
is said, $176,000. He was to receive a salary
of $50,000 a year as the electrician of the
Company, if he had put the cable in success
ful operation. Hughes has authority now to
make experiments with his instrument. If
he fail, then the electriciaps of the world are
to be called on to help out of the difficulty.
It has happened before that submarine cables
have refused to operate, though when they
were first laid the signals were perfect.
Whether this will be the case with the Atlan
tic Cable or not, further experiment must
determine.

A Nice Character.
At the Supreme Court of Vermont, Hrs.
Sarah A. Mott was divorced from her hue ,
band, Mr. Darwin Mott. The Rutland Her,
aid gives the following biography of this wor-
thy, which for pith is rarely equalled :
We know that man—Darwin Mott. He came
to St. Albany with a long face, a silver-headed
cane, and Rev." prefixed to his name. He
preached one faith a &37 months ago, and sud
denly changed it. lie preached axd wont hunte
ing the same day. He preached on temperance,
(and the people were astonished at his stolen lec
tures and feigned honesty,) and got drunk. He
lectured to the young lathes, and played the
adulterer. Ho kept a bad sohool----edited a : eck
less paper—stole money, and charged the theft
upon the servant girl—got the office of Deputy
Inspector—got drunk upon smuggled liquor—
took one shirt—another man's wife and p bundle
of manuscript sermors, and ran away from hie
own wile, his paper and a crowd of creditors.
That certainly is a lawl.ceil example door,.
densed writing. We wonder how the Reperend
Darwin Mott likes the style.

Wines and Cigars
We call attention to the card of William
Weston, of Philadelphia, in this morning's
Post. He is agent for Heidsiok & Co's. cale•
brated Champagne Wines, and has always
on hand a stock of the most approved brands
of wines, brandies, gin, cigars, &c. Dealers
from the west, will find it to their advantage
to call at No. 216 South Front street, and Mr.
Yeaton is well proposed to suit them both in
the quality and prices of his goods.
IT is said that fir. Appleton intends to re
sign the place of Assistant Secretary of
State. The cause, as stated, is the inadequa
cy of the salary, and the routine of drudgery
of a surbordinate office, presenting no field. of
ambition for the future. From the friendship
of the President, and from hie experience,lhe
will probably obtain a foreign mission, and
not unlikely that to Spain.
Tar gold dust excitement in Kansas, is in
tense, and daily increasing. Several parties,
numbering in all one hundred and fifty per
sons, "prospecting in the neigborhood of
Pike's Rnn," join in the report that they
found gold wherever they experimented, yields
ing from five to twenty-five cents to the pan
full of soil. These discoveries have a mbold
hued some of the nost energetic citizens of
Kansas, to start a line of conveyances from
Fort Riley, to the New El Dorado.
VARIOUS THINGS.
—S. J. Cover, postmaster at Davidevile, Som.
erset county, in this State, has been arrested in
Philadelphia, charged with the embezzlement of
$3OO from a letter mailed at hie office.
—Subscriptions are being made in New York
to aid the yellow fever sufferers in blew Orleans.
—Mr. J. W. Lacy, a lumber merchant from
North Western Pennsylvania, a few days since,
had his carpet bag stolen in New York, contains
lug railroad stock, certificates of deposit, checks
fat various banks, silver watch with gold chain
attached, gold bracelets,brooches, earrings and
other valuables to the amount of $15,000. Be
recovered the valuables with the exception of
the papers, which the thieves destroyed. He will
loose about $4,000. The thieves, three in num%
her, were caught.
—The Union Bank, at Kinderhook, Columbia
county, was robbed on the night of the 13th ins
tant of specie and bank notes to the amount of
ten thousand dollars. The thieves obtained ac
cess to the money by blowing open the bank
vault with gunpowder. The explosion shay.
tared the windows of the .building, demolished
the furniture and awakened the slumbering in
habitants of the village, but, the robbery was not
discovered till after daylight. A description of
the burglars has been forwarded to the police,
and a reward of $2,000 is offered for their ap.

The Convention of Presidents which assem
bled in this city on Thursday, 9th inst., at the
Girrard House, conelided their labors, and ad
journed on Saturday 11 th instant.
In this convention six companies were repro-

ment or treaty constituting 21 articles.
ARTICLE No. 1. Prohibits the employment of
runners or agents to solicit passengers.
No. 2. No company to influence traffic Hite'
its officers or agents.
No. 2 No company to employ freight agents
at the wgt, except at lake and river ports, nor
at any other points not on their respective lines,
except at Boston, New York, Philadelphia, and
Baltimore.
No. 4. Relates to frieght rates, as per schedule
A.
No. 6. No new bills as to trains, fares, or
frieghts, except such as shall be posted in suite,.
ble places as to be used by either company.
Nu. 6. Classification of freight in four classes.

New York companies, and was adopted without
alteration ]
No. 7. Each party to protect the ether from
any departure from the established classifica
tions, by Express or Transportation companies
or associations.
No. S. The rates of charges and freights to all
common points being hereby determined, no dis
crimination shall be made in violation thereof.
And if any discrimination be made by any one
of the four companies, then this agreement is to
he dissolved.
No. 9. Rate for trains of live stook to bo uni
form to and from all common points.
No. 10 [We give this section In full, because
it relates to free passes, which constitute the spe
cial hobby of Mr. Moran.]
"No free passes shall Do issued by either of
the parties hereto, except to the employees of
each road, land to drovers in charge of stook or
stock trains eastward, without the previons
assent of all parties hereto in writing.—
Drovers' passes shall be limited to one pass for
one or two car loads of stock two passes for
not less than three or four oar loads ; three
passes for not less than six car loads, and to
four passes for not less than ten car loads ; and
,frovers returning shall bo allowed free passes on
their return tripe."
No. 11. Relates to passenger fares to common
points.
No 12 How differences of interpretation of
the articles of agreement may be adjusted.

No. 16. "If at any time the looal rates of
either of the four lines, joined to water rates
shall reduce the through rates to any point, the
competing routes shall have a right to reduce
the rates to sect,' point so as to leave inly the
agreed difference between water and rail and all

petitive boards of the parties thereto, tu be retie
fled on or before September, 20th instant, and to
take effect five days after ratification by all
parties.
No. 20. Either party on fifteen days notice
may elect to terminate the agreement ; but no

The ground upon which the city of New York
is fixed upon cts the eastern point for the throngh
rates established by agreement between the four
companies is, that the four lines all compete for
passengers and freight for and'from Now York
city and common points in Ohio and farther
west; whereas, between Philadelphia and Balti
more and the same western pints, the Pro New
York roads are inhibited, by their geographies&
location, from entering into competition with the'
Pennsylvania and the Baltimore and Ohio rail
roads, for Philadelphia and Baltimore account.
The two New 'fork roads may, however,
by cut.
ting down their rates and fares, attract to their
lines trafic which otherwise would seek the Penn
sylvania and the Baltimore and Ohio routes; and
then again these two routes last named may, by
cutting down their rates and fares to and from
New York, through Philadeiphia and Baltimore,
divert to that city travel:B;A traffie,,which else
would stop at Philadelphia or Pallimore. The
quadruple negotiation, therefore,is a matter that
is attended with inherent difficulties, requiring
nice and forbearing consideration in its adjust
ment ; for in harmonizing rates upon the four
competing trunk roads and their rail continua
tions, various water routes and the facilities for
transportation by water have also to be consider
ed and recognized,-
In ticketing passengers for New York over the
Pellice,ylv.ania Railroad through Philadelphia, the
price fixed is lco dollars excess over the price of
tickets to Philadelitife.::;a. toeastire disorimiA
nation, which seems fair and e3uitable to all the
'interests concerned ; and one, too; which, it is
'believed, will give satisfaction. On freights also
there is, of coarse a distinction which favor
philadelphia as the tide water terminus of the
Pennsylvania gailroad but before. Philadelphia
can hope to relaize all the advantages which are
latent in the Pennsylvania Railrond, 'she must
enlarge her tide water anoomitiodaticins,and have•
a steamship communication mith Europe. Until
this be done, and *chile Philadelphia merchants
themselves make a.large part of their imp :im
portations throngh the New York Custom noose,'
the people of Philadelphia must expect to see;
much freight for New York account, passed over
the Pennsylvania Railroad, for and from the
West.

on Wednesday, September 15th, a resolution was
passed, ratifying the egreement pada by cotiVen•
tion, if their President, J. Edgar Thomson, Esq.,
deemed such act expedient and judicious. Mr.

The Board, of Directors of the Baltimore and
Ohio Railroad Company held a meeting on
Thursday morning, 16th Ina,/ and referred the
agreement to a special committee, comprising
three members of the Standing Committee on

DEAR Sia.:—l demand as right to know who
requested you to say, as you have said in an
editorial of your paper, on the 4th inst., that
" Judge Breese is nut, nor will he be,a candidate
for the United States Senate in opposition to Mr.
Douglas ; and all that has been said in refer
ence to his stumping the State against the Dom
oer'atic party is without any foundation what,
The article is artfully prepared, but it will not
deceive, if such was its objeot.
It never has been said in any paper, or °Wee
where, by anybody, that I intended to stump the
State against the Democratic party ; hence your
disclaimer was wholly unnecessary. You might
have sworn on your friend Carver Thiell's bible,
that I never would be found in opposition to
the great Demecratio party of the nation, whose
hardest battles I have helped to fight and win
for more than a quarter of a century. You
might take your oath of that without fear.
But I think, friend Boyakin, your ideas of De
mocracy and mine differ most essentially. You
will pardon me for saying that yours seem to be
concentrated in ono ruau, while mine embrace
groat principles. I ours seem to tend to the di,.
ruption and debauchery of that great party ;
mine, to its conservation and purity. Yours, if
carried out, will annihilate it ; mine will restore
it to its pristine vigor.
What position I may consider it my duty to
assume in this contest, I.ltiSV tirb fiejcely waged
against the democracy of the nation, its oherieh
ed and time-h snored principles, and fiercer still
against him to whom that portion of the nation
has committed the power, will depend on circum
stances.
Of one thing you may be assured, and my
past life is the guarantee, that I will not Le el
lent nor inactive when I see, or think I Bee, that
great party in danger of conepiratora within its
own bosom, cr front foes without. The last are
least to be dreaded, as thew attacks are open, in
the sunlight, and manly. The ounepirator deals
his blows sa . retly ; he gets up false issues for
the occasion, under the cover of which he makes
his attack. The species of warfare is now in
progress, and I am surprised you do not see it.
They may destroy the °Undo!, but the founda
tions will remain; they are everlasting; "the
eternal years of God are hers," and ou them the
national edifice will be rebuilt, attracting the
masses by the beauty ~.f t: ,&:i e sign, the solidity
of its structure, and by re purposes to
which it will:be again dedicate . It will afford
us shelter from selfish and lot .ctible ambition,
and around its altars will be feu r noneght true
and faithful worshippers.
Lend a helping hand to save the present from
the assaults of the destroyer, to which you can
not and ought not to bo insensible. Thus shall

Mr. Editor:---I sae it announced
,in your paper
that the Conferees of Allegheny and Butler, forming
the Twenty.second Congressional District, deemed
it inexpedient to nominate a candidate, and the rea
son given, I understand is, that Thomas Williams,
an unprincipled hater of Democracy, threatened to
leave the repudiation ticket to take care of itself if
a Democrat was nominated in his District. It is a
matter of amazement to a large number of Butler
Democrats what could have operated upon Mr. Gra
ham, after giving us to understand ho would run if
nominated, to manse him to decline. Perhaps his
relative, Gen. Robinson, who was on the spot, may
explain. What was the consideration ? Why did
Mr. Mitchell withdraw from the Conferenco—to be
nominated and then decline? The thing appears
plain enough, but what weighty reason operated
upon his mind so suddenly? Did Mr. Ormpbell,
United States Marshal, offer inducements to leave
the place open for a Black Republican ? In other
Districts, where Iten t oerats are suarrolitng to obtain
a nomination, even in the face. of certain defeat, tie
are here, for the 4rat time, sold oqt by Deutoorutic
office holders, and those under Mr. Buchanan—the
United States Marshal, Mr. - Campbell, and. the Sur•
veyor of the Port, James A. Gibson—conspiring:to
defraud the Democracy of a candidate, when the Op,
position had two in th 3 field. There never was so
favorable ea opportunity, ei r nea trio . organizition at:
the District, to elact their candidate!, as at the pres6at
time, and it is wonderful to think bow these pets of
the Administration could betray their party and in.

Express Company to Boonville, Bays that Santa
Fe dates to the 30th ult. have arrived.
The latest dates from Fort Defiance were to
the 18th of August, at which time no hostile
movement had been made against the Navajos
Indians. At the earnest solicitation of Armijo,
an influential chief, the commanding officers had
given him ten days to raise his people and go in
search of the murderer of Brooks' se. vent.
• 'There was some political excitement in regard
to the election of Representatives in the next
Legislature in consequence of their being two
sets of candidates, bath claiming to be the simon
pure democracy.

tion in the Sixth Congressional Distriot, so close
is the vote.

steamer. Fulton and Water Witch, forming part
of the Paraguay expedition, aro now ready for
sea, and will probably leave to-morrow for Nor
folk. lions of very heavy calibre have been
selected for both vessels, the armament of the
Fulton consisting of one eleven inch shell gun
ou a pivot an I four of nine inch in the broad
side, and of the Water Witch, one nine inch gun
on a pivot. In addition, the Fulton will carry
two boat howitzers, and the Water Witch three,
ono of which iera heavy twenty-four pounder,
mounted on a pivot on the forecastle. Both yes,
sole are eupplied with small arms and amunitiou
of the most approved kind, innluding the Sharpe
and Mini° muskets, together with revolvers.
The Un'on says the latest communication
from the Hon. Wm. B. Reed is dated Jane 18th,
and in this, after announcing the signature of
the treaty between China and the United States,
on that day he adds: The departure of the mail
boat within a few hours compelle me to limit
this dispatch to a mere anuounoement of the
fact. I shall send the treaty by the next
steamer."

received from St. Domingo, bringing some addi
tional particulars of the recent revolution. Gen
Santana marched to Santiago on the Ist of Sep
tember, and immediately took possession of rtbe
fart. Valderde, together with the oollect4 of
Santiago, and many others, tied to Monte Cristo,
where they were to embark for Turk's Island.
Thera was, consequently, no responsible govern
ment of St Domingo. The merchants had closed
their stores. The paper money in circulation
had become worthless, and none knew how to
buy or sell, or what the next practical move
would be.
