Reformation of Criminal•
The reflection has frequently been forced upon us
from observation, that our prison system is detective
in ono point, and a very material one. Tho difficulty
lies in the fact that when the term of imprisonment
of a culprit has expired, he is at onoo turned loose,
and naturally seeks his old haunts and associates. A
man is guilty of some crime for which ho is tried,
convicted and imprisoned in the county jail or
Western Penitentiary. Especially, if confined in
the latter establishment, he has time for reflection,
and if there is any good in him, before his term has
expired, be will have formed a resolution to do better
in future—to " turn from his wickedness and live "
—sincerely regretting his former evil ways. Yet,
too often, when ho is at liberty, he knows no place to
go, except to those haunts where he will meet with
the companions of his early crimes, who will soon
have him back to the paths of vice. Very frequently,
especially after a long confinerner.i, he is destitute
and without the means of obtainiog an honest liveli
hood. Then the old temptations, the force of habit
and association, will strike on him with irresistible
power, and feeling that he is scorned by honest men,
and spurned by those who should speak a kind word
or lend a helping band to again raise him to the
level of the human race, ho is soon guilty of crime
once more, and hie name is seen in the police
records, coupled perhaps with an allusion to his
former imprisonment and its cause.
But there aro many cases in which the hardened
criminal feel no penitence daring his confinement.
He has become soured at the world, and imagining
that he has been most foully wronged, broods over
his imaginary,wrongs, and taking up the highway.
man's philosophy that the world owes me a living,'
concocts now schemes of villainy and revenge to be
consummated on his release. When he does regain
liberty, he seeks out others as hardened as himself
and they go on in their old course, with the addi.
tional advantages of experience in eluding pursuit,
and in planning and executing villainy, gained by
prison cepfaet with others of theirstamp. The effect
of turning finch a man looseon society is exceedingly
pernicious; the extent of the evil cannot be aeon
rately estimated.
Old philosophers, who have made the mind their
study, tell us that crime is a species of moral insan
ity, and should be regarded as each. It would be
proper, then, to treat criminals in the same manner
as lunatics, viz : by breaking up old connections and
associations, making an entire and thorough change
in their habits and employments, and also by follow
ing out the effective plan adopted by those entrusted
with the care of the demented, of making kindness
the principal element in their government, persuad
ing rather than coercing, and governing by love
rather than force or power.
By our neigbbbrs over the Atlantic, the transporta
tion system has bean adopted, and we must admit,
that although from time to time, groat fears have
been entertained as to tho result of the concentration
of such a mass of criminals, the colony of Sidney,
though at first composed exclusively of malefactors
from England, is now ono of the most prosperous,
flourishing and moral settlements in the South Sea
Islands. It would seem as though these men wore
made honest by the force of circumstances ; being
placed where they could- only prey on each other,
their excesses corrected each other, and produced a
healthy result. Yet this system has its objootion
able features, as being not only unfair to the locality
to which the criminals ore transported, bpt from the
fact that there is a possibility. of its being parried on
to such an extent as to form a rocioty of criminals
who, following their natcral proclivities, should sub
vert all law and order, take the law into their own
hands, and allow murder, rapine, and crime to run
riot. Then to those strongly impressed with love of
country, this banishment would ho harrowing In the
extreme, and acting on the strongest ties which force
men to respect the laws, would have the tendency to
stir up the worst feelings, and thus defeat the desired
end.
The transition from the ignominy of confinement
•n the wonted avocations of life is too sudden, and a
removal from old associations is absolutely necessary
to reform. We conceive the best means of effecting
this end to be the establishment of " 'Reform Farms"
for the reformation of convicts, to be used, not as a
substitute for, but in connection with, the prison
system. Scarcely a convict from our Penitentiary
but would gladly, on his release from confinement,
accept a proposition to labor on one of these farms.
Here he could earn sufficient in the course of a
twelve-month to start the world anew, and pursue an
honest calling. Tt would not be well to inaugurate
a compulsory system on these farms, but surveillance
would be necessary, and a discipline which would
preserve the earnings of those employed until they
desire to leave. With these farms other restrictions
would bo necessary, such as regulations making it
obligatory on liberated convicts to forsake the scones
of their crimes, and to seek other localities and
other companions, where the temptations to return to
their former lawless habits, would be removed.
It has been found that a change of circumstances,
a transition to a hea'thy morel atmosphere and nat
ural sUrrounding always prove bonfistal
.to the
inal, and under these circumstances the mast hard•
tined have reformed and bosoms enterprising, end r
getie, valuable and moral citizens, and we believe
that some such system would have the effect of con
vesting the most hardened and reekle.s; criminals
who infest tho perlieus of the large cities of our land,
into valuable members of 'topiary, and, in many
cases, into God-fearing christians.
Peonsyfoania Veterans.—The Allentown (Pa.>
Republican notices two aged men,^now living iu Le
high county, who may he well called relics of the
olden time. The one, Mr. John Harlacher, is ninety
four years old, and celebrated the return of his birth
day, two Sundays ego, be visiting the place where he
wee born, at Helfrich's Spring, in E iuth Whitehall
township, which is about ei - ; oi lea from the present
residence in Upper Soudan. The old man ESA be
wanted to Lake one more drink from the old spring
he loved to visit in his boyhJod, and around which
he sow many a hand of Indians assemble, near a

Weitzol, of Lower Macungy township, must be i

Friday of last week, near Bedford, by which a little
eon of Jacob Ringler of that county, only nine
years old, was almost instantly killed. I t, , occurred
in this wise: Henry Shrimper, one of thet—employ
ees of Mr. Stoner's foundry in Berlin, wee driving a
wagon on the Bedford pike, heavily laden with iron ;
the boy was on the road in company with his uncle,
Daniel Dingier, and while his attention was attract
ed by a woman who had just passed on horseback,
one of the horses attached to Shumper's wagon
knocked him down, and before tie wagon could be
slopped tho heavy wheels passed over his head, com•
pletely crushing it. He died almhat instantly. No
blame is attached to Shutuper, as the boy wee unseen
by him at the time.
The Eire,* of Tobacco.—The Dublin Medical
Pr,96 , assorts that the pupils of tho Polytechnic
School in Paris have recently furnished some ouromis
statistics bearing ou tobacco. Dividing the young
gentlemen of that college into two groups—the
smokers and non-smokers—it shows that the smokers
havoiroved themselves, in the various competitive
examinations, far inferior to the others. Not only
in the examinations on entering the school are the
smocors in a lower rank, but in the various ordeals
that they have to pass through in a year, tho aver
age rank of the smokers had constantly fallen off,
and not inconsiderably, while the men who did
not smoke enjoyed a cerebral atmosphere of the
clearest kind.

stars" of the company, and that he deserves a
bumper on this ccoasion. We feel satisfied that the

Half Fare —Thomas A. Scott, Esq., General So
perintendent of the Pennsylvania Central Railroad,
gives notice that excursion tickets at half faro will
be issued from all pointy along the way to this city,
good for one week from Monday, September 27,
during the State Fair and the dedication of Odd Fel.
lows' Hall. ,t is also announced that articles intend
ed for exhibition at the Fair will be carried at half
the usual rates. Oth-r roads are making similar ar
rangoments, among blob wo notice the Northern
Oentral and Philadelphia and Reading Railroads.
Periodicals.—To those of our readers who pur

The Peany/rania Canal.—lt has been supposed
that the State works purchased by the Pennsylvania
Railroad Company will soon be closed as unprofitable.
We learn, from an article in the Harrisburg Patriot
and Union, that the net revenue to the Company,
since the works passed into their hands, notwith
standing the - immense expense incurred in repairs,
up to the first of July last, is, in excess of expendi
tures, $38,692,02, and this during one of the
duties
business years the country has ever experieneed.
That barrel of whisky at the Mayor's office, for
which no owner has yet been found, turns out to be
cider. It is singular it should remain there so long
without being discovered.' Who found out the sell ?
Judge Hampton will deliver an opinion in the
bench warrant ease, noticed by us yesterday, this
morning. -
Pickpockets.—For some time a•,gang of juvenile
pickpockets has infested the vicinity of the railroad
depot on Grant street, and numerous small amounts
have boon stolon. On Friday morning, Mrs. Cather
ine West arrived at the depot and stopped on the
platform, where she was immediately surrounded by
some half a dozen of these expert rascals, and her
pocket-book, containing some forty dollars, forcibly
taken from her pocket. This occurred in broad day
light, at cloven o'clock in tho morning. The pollee
were put on the track, and succeeded in arresting
two, •u'posed to bo of tto party, John Montague
and William CampteD. The Mayor committed them
for farther hearing to-day.

Taylor to jail yesterday on a charge of assault and
battery with intent to kill, preferred by Wm. Martin.

counterfeit money, made by Samuel Berman. on oath,
has been finally committed for trial in default of bail
in the sum of two hundred dollars.
Delayed.—The mail train due on Wednesday even
ing at 8:45, on the Pittsburgh, Fort Wayne and Chi
cago Railroad, was delayed by a freight car which
had been thrown off the track at Wooster, prevent
ing the passage of the train. It was after midnight
when the mail train arrived hero.
Pardourd.—Tho notorious Jack Coop, who has
boon in the county jail for some time under sentence
for subornation of perjury, was pardoned by Gov.
Packer, on the 15th. His pardon arrived yesterday,
and be was released.
Miss Henry still continues to improve, though but
slowly, and the chances for her recovery are good.
We hope to kw able soon to announce that the is en
tirely out of danger.
