The Connella of the city of Pittsburgh held their regular

was not thought advisable to subject the county to expenses

geman and Walker, and gay all costs. Then, after having

Howe.- -On motion of Mr. Marshall, of Kentucky,
the men, , riai of the artists of the United States - ,

sioner, was referred to a select committee.
On motion of Mr. Ritchie, of Pennsylvania, the
House took up the Senate joint reso•ution fur the
adjustment of the present difficulties with Paraguay.
He said that from the importance of the subject it
should be disposed of in one way or another. The
proposition nas the unanimous recommendation of
the Committee of Foreign Affairs.
Mr. Lecher, of Virginia, moved to strike out so
much as authorized the President to use such naval
forces as in his judgment were deemed necessary.
Mr. Ritchie replied that the resolution thus altered
would be worthless, and tiie whole subject had bitter
be given up altogether.
Mr. Crawford, of Georgie, wished to offer an
amendment, authorizing the President to use vuch
forces as, in his judgment, were deemed necessary to
protect American commerce in the Gulf of Mexico
from the interference of British cruisers.
Mr. Ritchie objected, because it w :s not gbrniain
to thJ pendwg question. The attack on the Water
Witch occurred in 1.855.
Mr. Letcher objected, because the Constitution
gave the power to C.., griss to declare war, and it
could nut be transterrea to the President. If there
