TUB; Ric row' , oF TIIIC TARIFF IN-
VESTIGATING COMMITTEE
The New York Herald publitthe,i this rrport
tt length. Th.. olject for which th,
tee was appointed was to inquire into certain
alleged expenditures of money to secure the
tariff :0 of 1557. The evidence elicited 1:v
the committee exhibits lobby affliations, lobby
corruptions and lobby schemes of all sorts,
but only about $1:),000 of the money all(Te ,
to have Leen expended can be traced by do
commttte(
Tho report, says the Heruld, briefly hot
clearly sums up the reason fur, the ebjeets of,
and the developements made by the investi
gation; but the committee have no further
action to recomm end on the part of the
House, inasmuch as they have elicited no
evidence criminating, any member of the body•-
The Clerk of the Standing Committee on
Claims had received a lobby fee of a thousand
dollars; but having resigned his post cn the
heels of this movement fur an investigation•
no further action was needed in his case.
Of the $ 0 .1,000 expended by the Masseehu
setts woolen manufacturing firm of Lawrence' ,
Stone & Co., in behalf of the T iriff hill ~f
Iss7—and iu view of the abolition ul the pr:-
existing duties levied upon the ran* materials
imported iron abroad, but indispensable in
the manufacture of woolen goods—of this
hatidsume sum of i; ,, ;- , 0,000 thus expend,'
saidl by
firm, the committee, with all their
wit
uesses and industrious researches, are Ti
able clearly to account for much Moro than
$15,00. The balance, (57'4,000, more or less)
whielt was put into the hand of the eontideo
. tial agent of the firm, Jlr. Wolcott, for I ,bby
purposes, they traced to the poekets of Wol
cott, where the investiga Li on stops, The com
mittee believe, however, that he was :Luthor
ic,,d to pledge any amount of money, hewever
corruptly, to secure the great object of the
firm ; but while they believe this, they also
believe that \Video tt ;Lppropriatod the money
to his own use, and that it forms a part 01 the
ca, -, 11 carnal of the new Boston hankire4 brut
of . !ex Governor) Gardner, ,I,
The c(.minittee pt.-flounce the
this lIMIA Wolcott as "wilfully and e:rruptly
false," and regret his discharge, (dischargioi
on hail,) fur the very satisfactory reason that
. 04 discharge at once frustrated the objects ~f
the investigation.
Among the ascertained lobby moneys paid
out I,y the firm of Lawrence, Stone & the
following items appear : '
J. N. Reynolds, of New York, K. N Tl, 00
Mr. D. M. Stone, N.Y. Journal of Commerce.. 3,500
Mr. Corbin, House Clerk Committe,. of Claims 1,000
A Mr. Bliss, of New York 300
A gentleman lecturing among the mechanics.. 2500
A Mr. Hotchkiss, of Penn Yon 100
Geo. Asian:tun, of Mas, , achusetts, ex-M. C 4,000
Tharlow Weed, from Ezra Lincoln. 5,000
Then, it appears that Matteson (()rasmus
Benjah) made application for a small lobby
fund of sl2,r),OUt), to be deposited in the hands
of Horace Greeley, and to be used in the way
of solid arguments for "free wool" among
some twenty-five available members of the
House. This money was not granted, how
ever ; nor was the application of the Chevalier
Webb fur the rent of his house and the lobby
expenses thereof in Washington, because the
firm " had nu funds to dispose of in that way."
The granting of the Chevalier Webb's ap
plication would have amounted, perhaps, to
a bill of $2:),010). It follows that, if the firm
did not actually save 43,511,100 in rejecting the
application of Matteson and Weld), the result
was at least a saving of this amount to the
lucky Wolcott.

The 7th of June is. the day fixed for the
adjournment of Congress, but a great effort
will be made to extend the session to the 21st
of June. Mr. Seward proposed it in the
Senate on Thursday, and Mr. Smith, of Vir
ginia, intends to propose it in the House. It
is not improbable now that such a proposition
may prevail. Should the session be extended,
it is understood that the Centmittee on Terri
torieß of the Senate will propots, the admission
of Daeotah and ttrizona as organized Terri
tories. Gov. Smith will also bring up in the
House the question of the public printing.

TE(IRTY-21FTE CONGRESS
tioturday'a Proceedings.
Mr. Douglas asked what good does it do to re
solve that trils search is a belligerent act. The Am•
ericau people and England know ihat it is. England
was informed of it forty years ago, and has violated
our rights 33 times within the past few weeks.
Ho commended and admired the promptness with
which the President has sent a force to the Guilfrgrti
that tee is only up to the point t..f preventing it.
Do you suppose we will ever find an opportunity to
preveht search, unless a ship of war be sent to
company every merchant vessel? The Senator from
New York (Mr. Seward) was wrong in saying that
a force could sink the British in the blulf. The Brit
ish have there three guns to our one; it is brave, at
icast, to think, that our ono will sink their three
Mr. Douglas recommended another course. Lot
a ship of war, say the Wabash, got on the track of
the Styx or Buzzard, follow her up, and bring her
into an American port, and it will then be time to
make explanations. If England avows her cruisers'
act, it becomes an international questi n; if she
disavows their acts, it only remains for us to say
what punishment we shall inflict upon those lawless
persons who perpetrated those outrages. The Presi
dent having gone as far as he can go, let him have
it once such powers as are necessary to protect our
flag, and maintain the rights of our citizens at home
and abroad. Ile had no fear of the abuse of such
power by the present Executive, or any that follow
him. The President is almost powerless abroad.
Every other chief magistrate has power not only to
repel but to punish outrages on their nationality;
and why should not the Chief Magistrate of this Re •
public have power, ample and full, in aid of our flag,
instead of having apprehension that that power
wtll be abused: Mr. Douglas only feared that it
would not oe exorcises often, enough. We cannot
protect commerce on the Quit and the Carribean Sea
without power in the Executive to punish promptly.
The British name is respected and ours is despised
among the Spanish American portion of the conti.
whereas the

He was in hopes that there woasld have been no
speeches, but that the bill would have been passed
unanimously without a word, which expression
would nave carried more force than army or navy.
Mr. Haynes spoke in favor of the gallantry of the
navy, who, he •ofd, would go to the bottom end do
their duty.
Mr. Wilson was proceeding to address the Seti;tf
supporting the eesotutions, but adding that it was
our duty also to see that the flag be not prostituted
by men engaged in the slave trade. The apeoial

A remedy such as B(ERHAVE'S HOLLAND
BITTERS cannot be too highly recommended. To
the traveling community, especially, it is certainly
an invaluable remedy; having little or no exercise,
constantly exposed, and subject to the effects of a
change of climate and water, they require some
pleasant medicine of this kind to regulate to
