Mr. Seward, of New York, presented resolutions
to extend the session to the 2lst of June. Laid over.
Mr. Mason, of Virginia, from Committee on For.
eign Relations, to whom was referred a resolution
inquiring whether additional legislation is necessary
to place power in the hands of the Executive to ob.
lain redress for recent Britisi, aggrosions, sub mitre,
a report, the substance of which is that rjfic.al state
ments show
, a succession of acts of egg; es,ion by
British cruisers in the Gulf of Mexico so marked
and extraordinary as to have awakened the indigna
tion of the country. Vessels under the national flag,
pursuing a lawful commerce, have been tired into,
stopped and interrogated as to cargo, destination,
crew, &c. No less than fifteen American ships in the
harbor of Segue La Grande. and six on the high seas
have been officially reported, each arrival bring,ing
adciitional Leis of egressions of the same power on
our flag. It has hitherto happened that in isolated
rinses where similar aggressions have occurred
through misconception, the United States has been
contented to accept a disclaimer of intent, but the
continued and persevering character of these out
rsgss is such as to arouse the indignation of the
whole country, and to require arrest at once, and to
end at once and forever the continuance of such in
digaities. The slave trade is alleged as an excuse ;
tbo Committee will not discuss that question.
It is sufficient that the United States, though often
invoked, refuses to recognize the right of police.
They rest on the principle that a marine, under its
flag, cannot ba visited or questioned without its con.
scut, and the Committee deem this c fit occasion to
declare it as the principle of the United States, ad
mitting of no reserve or qualification, and to
maintained at any cost.

WASHINGTON, May 27.—The United States steamer
Water Witch reached the Washington Navy Yard
about noon to-day, and by five n'olock in tha after
noon had stowed on board a supply of coal, her pro
visions and guns, bes'des having her shaft mended.
She left here thia morning under command of Capt.
Rodgers, for the coast of Cuba, to aid in prevent
ing British outrages on Americkm vessels.
In the Criminal Court, this morning, the cute of
J. W. Walcott, late reecnsant witness in the Law
rence, Stone do Co. investigation by special commit
tee of the House of Representatives, was for the
third time called up. The counsel fur the defendant
moved a continuance of the trial, and read a letter
and despatches from hie client. Tao Cuurc, however,
