The section was ruled ow of order. The hill o , a,
then laid aside.
The committee then took up the bill making L .
appropriation for the :tulip:tit of the ocean mail str
vice.
Mr. Danis, of Miss , said the time would c'mo
when Congress should take into its hands more legis
lation than it now does. There is only one lint
between Now York and Europe now existing under
the law. A large portion of the money in the bill
was to authorize the Postwaster•General to wake
contracts with other companies. It was manilosity
ivroug and unjust to iliffi.rent sections of the country
that New York should have the sole privilege of coo
;rolling tte commercial cperationa of the country.
Mr. J. Glancy Jones, of Penna., replied that the
question of carrying the mails wos one Of resp, nsi
bility. The law of 1545 authorises the Postma
General to make contracts. He has made none ex
cept a touipur.iry contract with the Havre lioe !or
the proceeds of the postage. e had been waiting,
for Congress to l-gislate on the subject of a getier..l
system, but Congress failing to do so, an appripria
tion for one year is asked.
Mr. Davis inquired whether a contract had n - :
been made for carrying the wails across the Isthinu- ,
of Telt:tiptop:o equiring $290,000. Mr. Davie said
ho was informed that the conditions were agreed
upon and ready to be signed.
Mr. Janes remarked that not one dollar in this bill
wes appropri•ttod for that purpose.
Mr. Davis wanted the bill defeated and the Post
Office Committee would try to report a general
system.
Mr. Jobe; was au2twrized to say that the adminis.
tration desire Cuograss w take up the whole subject
~f the foreign wail -e*cice and pla , e it on a self
supporting basis,
Sandidge, of La., tdiared an amendment pro
posing lines of mail steamers ttetween Now York and
Liverpool, Havre, Giuckstadt and New Orleans and
Bordeaux, and autittrizing the Postmabtor (-4,nern l
