Hunter, in the Senate, gives authority to the President, at any time within twelve months from the passage of the act, to borrow fifteen millions of dollars, with a proviso that no contract shall be made to prevent the United States from reimbursing the ELM borrowed at any time after the expiration of fif. toon years from the first of January next, the stook to be issued bearing interest not exceeding six per cent.; none to be issued for a less sum than $lOO, which may be transferred on the books of the Treas ury under such regulations as may be established by the Secretary of the Treasury. Whenever required, the Secretary may cause coupons of semi-annual in• terest to be ot tact ed to certificates assigned or trans ferred to the Secretary, to give public notice for bids of not less than thirty days, and to accept the most favorable from responsible bidders. No stock shall be disposed of at less than par value. The faith of the United States is plegod for the payment of the interest and redemption of the principal. The bill authorizes the employment of two additional clerk's, and appropriates $20,000 to meet the expense in curred in the execution of the law.
