The resolution provoked considerable discussion, and the 801.180 of the Senate teemed to be against it. It was finally laid on the table by a vote of 33 yeas to 7 nays. Mr. Mason presented a resolution requesting the President to communicate information respecting the soizuro by the British of the ship Tampico, on the coast of Africa ; also, inquiring whether the President has further information regarding the British rutragee i s the Gulf of M'exiem. Hunter, in the Senate, gives authority to the President, at any time within twelve months from the passage of the act, to borrow fifteen millions of dollars, with a proviso that no contract shall be made to prevent the United States from reimbursing the ELM borrowed at any time after the expiration of fif. toon years from the first of January next, the stook to be issued bearing interest not exceeding six per cent.; none to be issued for a less sum than $lOO, which may be transferred on the books of the Treas ury under such regulations as may be established by the Secretary of the Treasury. Whenever required, the Secretary may cause coupons of semi-annual in• terest to be ot tact ed to certificates assigned or trans ferred to the Secretary, to give public notice for bids of not less than thirty days, and to accept the most favorable from responsible bidders. No stock shall be disposed of at less than par value. The faith of the United States is plegod for the payment of the interest and redemption of the principal. The bill authorizes the employment of two additional clerk's, and appropriates $20,000 to meet the expense in curred in the execution of the law. The House Committee on Elections were unable to agree on any proposition, Messrs. Boyce, Stevenson, Phillips and Lamer uniting in the opinion that Mr. Vellandinghem i!ontitled to the seat, Mum . . The Court then adjourned. A terrible, and meet probably fatal, accident occurred in the county jail on Saturday morning. An aged woman named Mary Ann Shaw, who was confined there for va grancy, was leaning on the railing of the third corridor, which is allotted to the females, when, by some means, her feet slipped from under her, and she fell through to the second tier of cells. Her head struck against the railing with such force as to hreak the heavy oak railing and map Off 0116 of th,, cast iron posts 1.411C11 support it. Her head was badly cut and her spine dislocated. Her right knee elso struck against the stone floor, breaking the knee pan :led crushing the bouts. Dr. Baldwin, the jail physician, was immediately called, and dressed her wounds_ He is of cptiion that thsy will prove fatal. She has beou a frequent inmate of the jail recently, and is very filthy in her habits and person. It 13 supposed that the was tripped by some of tie other female prisoners, causing her to fall. Had the hill not been impeded by the railing of the second corridor. she would have beau crushed to a jolly on the stone door below. It was very currently reported in the prison that, al though a common vagrant, she was possessed of consider able property, and that she had some fifteen thousand dol lars st interest iu one of the city banks. She made a state. meat to this effect to the County Commissioners after her accident.
