LOCAL AF F AIRS Tito CM; 1 In the City _Councils last evening, Henry bamhert, Esq., the City Controller, submitted a report, ac companied by h statement of the real and personal property, and funded and other debts of the city of Pittsburgh. The report states that the' members of the fire cum panies claim that the iEterest the city in their ap paratus is not so great as the statement sets forth, and also announces that the assessments under the new paving law would shortly be in the Treasurer's hands fur collection. It is the opinion of the Con troller, and also, we have been informed, of the Fi nance Committee, that tne payment for paving must be made in cash, inasmuch as the proceeds are sot apart for the Sinking Fund. Instructions are asked as-to whether the Treasurer shall be autnurigod to receive warrants for paying tax, as unless Councils order otherwise, the Controller announces that he will instruct the Treasurer not to receive warrants for paving obligations. It strikes us that the war rant of the city, which is in faot.a sight check upon her Triasurer, is in tact cash so far as the city is concerned as a creditor. The city has no moral and we think no legal right to say to the person who owes a paving " You must pay cash into my Sinking Fund, and get the cash fur my warrant wherever you and we think if Councils try it on they will find a small rebellion raised about their ears. It is a view of the city of Pitts burgh, taken from a point on the Ohio, below Saw Mill Run, and including the borough t.,f Manchester and the scenery and surroundings of our city. It is the most complete and charaeteristic view of Pitts burgh which has yet Lean painted. The point of view is such that the character and extent of our city is most expressively given. In looking at it, one sees that it is a portrait of an active, bustling, hasy place; all the prineipal buildings and localities are distinctly marked, and altogether Pittsburgh itself is present upon the cancan. As a painting, it is a most elaborately wrought and highly finished li work of art. Mr. Wall, with the true modesty of real talent, produces picture after picture of great intrinsic merit_far superior in excellence to the Irwin; of many who have obtainad more notoriety than he has, bat who liavo not laid the foundation for anything like the permanent reputation to which he 18 entitled, and which such pictures as the ono of which we are speaking cannot fail to secure him. B. Clarke, the thief arrested at the Monongahela House a few days since. He states that some ten days ago Clarke handed him a oheok for $65, which he whited to pledge for one dollar; this cheek was redeemed soon afterwards. Some two or three days afterwards he came in again with a man named Robinson, whom he introduced as a drover from Washington county. He then produced a check on the P.ttaburgh Trust Company, for which he wanted five dollars, promising to call in a few days and redeem it. Seaman did not see Clarke after. wards, and the cheek proved to be a forgery. It is for $75, drawn to the order of Lewis Collins, and signed William S. Miller. A commitment was lodged against him. Henry White.--At the request of a number of cit izens, Mayor Weaver has addressed a letter to the Mayor of Jefferson City, asking him the amount ne cessary to procure the liberation of Henry White, who, as has been blready stated, is to be sold on the 10th of July as a slave lie is said to be a free col °led boy, and he has friends here willing to pay all expenses for the purpose of securing his freedom. Two fish dealers in tha Diamond got into a dis pute yesterday, and in a short time they came to blows. After rolling over in the gutter for a while, they were separated ; one of them was taken to the Mayor's office, the other gave himself up. On exam ining into the affair, both parties were discharged, with an admonition from the Mayor to "go and sin no more."
