On Wednesday last, Mr Cameron, of Penn
aylvAnia, made me remarks In the Senate on
the subj •otof the public printing, which confirms,
in every partioular, the qtatementa made by us
last summer. Whqp we first called attention to
the enormity of the public print ng p under, we
were charged with gross ex iggerations ; but the
truth is now out, and our rca Jere wj.ll see for
themselves that we drew no fancy picture. We
were the first to call attention to this enormity,
and Congress has now taken the proper steps in
this matter to onsu o a speedy reform. Auer- •
ding, to Mr. Cameron's statement :
The cost of Congressional printing. has sud
denly increased so large y as to be non a subject
of serious interes• to the whole country. In
1847, only eleven years ago, the whole sum paid
for paper, printing and binding, amounted only
to $64 691 96. This was under the contract
system, when the work was given to the lip.ve-it.
bidder. Some threw or four years later, this
system, was ohauged, at the instance, mainly, a:
persons interested :n the high price-..
The new system was a mixed one. The pri
ces.were fixed by tho law, and the U:verameot
under it has become the putona-er of paper au , ;
other materials. The office of Superintendent
of Printing has been establishes and that of
freer become a functionary of the GJvernment,
is many inetancee, irresponsible to any authori
ty, though nominally responsible to the Commit
tee on Printing of eaoli house. lie buys the
paper, orders the eag,ravibge, and c'nitrols the
expenditure of hundreds of thousands of dol
lars.
It is not my purpose to inquire into the man
ner in which the duties of that claw have been
fulfilled; much lose is it my wish to impu , i , wil
ful wrong to any one connected with the man
agement ef the public printing. I desire only
to draw the attention of the Senate to the enor
mous cost of the work, with the hope that the
present committee will bo sustained in their la
bors of retrenchment.
The cost of printiog, paper, and bindin-, from
July 1,1856 to March 4, 1857, em noted to the
snm of $1 258 010,42 lro: binning alone for
that period, it will be seen, was more than six
times as much as the whole cost of paper, print
ing and binning, for toe year 1847 The cost
for the year just enhed 1 have not b• en able to
obtain; but it is prohab y over a million and a
half of dollars. '

Of Emory's Mexican bu ary report, tAie vol
ume has been printed, nil has already coat
$106,680; the second volume has oe, n ordered

Pacific railroad report is beyond all its assoma
fions in magnificence of price. Five volumes
have been prin ed; four m. mare in the hands
of the printer: The v,rot k already done has
cost $526,117 ; the balenoo is estimated to cost
s336,3llo—making a total of $B7l 47; but the
reality in the end will frobaniy reuell over a
million.
Capt. Wilkes' report was the first of the se
ries-of " splendid books " ordered by Congress,
and by what I have tlhoViD,. it will be seen to
have been a plentiful mother of costly books.
Its cost I have not been able to learn. The ex
pedition- under the commend of that officer,
whioh was ounduoted by him mu, groat utility,
was a favorite with the country ; and in their
gratitude tne o gress of the United States
seemed willing to let hir, print the book to suit
himself, and, l believe, to keep the copies when
printed.
Tne Patent office report has been a favorite of
the - country ; and, like all favorites, it has been
permitted to overgrow its proper dimensions.
Originally one small and interesting valuate of
well selected foots and tried opinions, it lids now
become three volumes; one devoted to agricul
ture and the othersn to invention's in the me
chanic) arts. It should he condensed, if its use
fulnesiOs to b. continued. Its cost fur he year
1857 Was $365,286 It cost the vernment 70
cents -a copy, and it can be bougnt in any num
ber, I am told, in the bookstores of this city
for 15 cents—a pretty fail evidence that the
number printed . is much greater than tne coun
try needs.
