LOCAL AFFAIRS.
The New Law Judge.
The members of the Pittsburgh Bar have prepared
and forwarded to the members of the Legislature, a
memorial, asking for the passage of a law author
izing the the election of an additional Judge ; learned
in the law, for.tho Court of Common Pleas, Orphans'
Court, Regicter's Court, and the Court of Oyer and
Terminer and General Jail Delivery for this county.
The memorial contains some interesting statistics re.
lating to the litigation in this county. During the
year 1857, the Judges sat two hundred and fifty days,
engaged either in tho trial of cases, or disposing of
the husiress upon the various argument lists, and
the necessity for the speedy despatch of causes on the
criminal calendar was so great that they held daily
sessions of eight hours during this entire period, and
frequently met in the evening and remained in ses
sion until midnight. Tne criminal business has been
rapidly increasing, and the dockets of the Cour tof
Common Pleas show that only during two or three
weeks of the year can a jury be summoned for the
trial of civil issues.
The amount and variety of leasimms transacted by
the Court of Common Ploas is akonishingr. During
the year 1857 the record shows the.;. this Court con:
;idered ard decided upon questions arising upon
eleven eases of voluntary arlignmont forty— , ne di
cores cases were couitnenced, and the great.-:r par
tion finally acted upon; seventy-nine charter.: were
examined and granted to religious and charitable
institutions; nine applications for the appointment
of viewers and assessment of damages by railroad
companies were heard; three oomalissions of lunacy
were ordered; six petitions in relation to trust es
tates were acted upon ; and sixty-four actions against
lot owners, on grading and paving claims, were insti
tuted by the city if Allegheny. In addition to those,
the Court entertained proceedings under election
laws; petitions to change the names of parties; bills
to perpetuate testimony; mandamus cases; cases
under the new banking law; plank road cases;
division of turnpikes; for the erection and abolish.
ing of school districts ; applications for the appoint
ment and removal of .ci , nstables ; appeals from the
Board of Licensers; tax appeals; habeas corpus oases;
and a great number of others, important in their na
ture and difficult in their solution. A written opin
ion, in almost every case, was prepared and filed,
the preparation of which required learning, patience
and time.
The business of the Orphans' Cmirt is equally, if
not more important, and requires more time than
can possibly be devoted to it by Judges with such a
multiplicity of business.
But the greatest amount of business claiming the
attention of the Judges is in the Courts of Oyer and
Terminer and Quarter Sessions. These Courts are
engaged in the trial of criminals, with but a short
vacation, from the first of Ootoher to the' first of
July, every year; and during the past year this
term was extended to the 17th of July The labor
of the President Judge is very onerous. The day
passes in Court and the night is spent in writing
charges for juries. There is no cessation from labor,
no rest for an o :er-taxed brain. During the March
term, 1857, there four hundred and twenty-one eases
on the docket, and three hundred and forty-nine
true bills were found, which were all disposed of.
At the June term there were three hundred and fifty
threo cases on the calendar; on these two hundred
and twenty-one true bills were found. At the October
term there were four hundred and twenty•six cases
on the calendar, and at the December term three
hundred and eleven cases, on which two hundred
and twenty-eight - true bills were found, requiring
as many trials fortheir disposal.
The entire business of the several courts of the
county for the year 1857, may be classified as
follows :

It will be seen from the above statement that but
a fraction over two, , thirds of the cases on the dockets
of the Courts were disposed of during the year, and
that the interests of this county demand the appoint
meat of the Judge asked for. Under the present
arrangement, the dockets of the court will
be

come so overloaded with cases that it will be a matter
of imperative necessity that this appointment should
be made.
Supposed Suicide
On last Friday morning a man named White Wel
don came to this city, and put up at the Diamond
House, Kept by Mr. Sheplar. Ile resides in the
town of Washington, where ho has a wife, and some
children by a former wife. Ho came riding a fine,
largo horse, which be endeavored to sell, but without
success. On the day of his arrival he complained of
a severe headache. Ho is a coach maker by trade,
and said to Mr. Sheplar, (with whom he is well so
quainted, as ho usually stops with him when in the
city,) that if ho could obtain employment in Man
chaster, where he had worked once before, ho would
remain in Pittsburgh. On Saturday ho again spoke
of going to Manchester, but said he would not g ,
that day. At seven o'olock on Saturday evening he
retired to bed, and on Sunday morning he was not
to be found. Yesterday morning the following letter
was found in the room which he had occupied :
P,ITTSBURGII, March 27th, ISSS.
Bear Beloved and Affectionate Wife and Children—
I arrived in this place on yesterday, at ten o'clock,
Buffering intensely with the headache, a- d a heavy
heart. I can neither sell my horse nor get employ.
The picture of our future welfare is too dark ; I can
no longer look upon it—l choose death in preference.
If it had not been for you I would have hung myself
last Wednesday night. I had the necessary arrange
ments made and prepared in the stable, and if you
had not to waken, I should now be sleeping the
dreamless sleep of death. Before this letter will
reach you, I will be consigned to a watery grave in
the Monongahela river.
Oh God, if Thou art the sinner's friend, send me
where my first wife dwolleth. If she is at your right
hand in heaven, oh, most meraiful God, permit your
unworthy servant to dwell with her; if she is in
dark despair, send me there. Oh Lord God Al
mighty, if thou t.rt a father to the fatherless, and a
husband to the widow, make bare thine arm and
verify thy promise; take my little family unto thy
care and keeping.
Tell M. B. and Luther that there are no polities in
heaven. Tell Mr. Harter that I doire the M. E.
church to pray for my orphan children Mrs. Teat
ore, can you, oh can you see your grandchildren suffer
for that which belongs to them? I think yon cannot
have always found you a true hear'ed woman. Oh,
lot me die in peace with all mankind. Mrs. Weldon,
you will find my horse at the Diamond House; you
will send for him and keep him for what I owe you.

No language can describe it, however strong the will.
Rest, it shall soon be given, a weary heart to thee;
And from this gloom and chillness thou soon shall be set
free.
Rest, pure, calm and holy, shall unto thee be given,
And Hod shall send his angels to bear thee up to heaven.
For fear the public may say I watt unhappy on ac
count of my last marriage, I consider it my duty to
say that my present wife did everything to promote
my happiness.
Accompanying this was a note directed to Michael
Rose, who lives in this city, and has known Waldon
for several years. It contained simply a request that
he would ride his. horse to Washington and convey
the above letter to his wife. Waldon is a man of
about forty years of age, and of temperate habits.
It is supposed, from his sudden disappearance, and
the fact that ho has not since been seen or heard of,
that he has carried out his intention of committing
suicide. Ho may possibly make his appearance in
other parts, and any one knowing anything of his
whereabouts will confer a favor on his friends by
sending word to the Mayor's office.

Court of Quarter Sessions.
Before Hon. Win. B. M'Clure, President Judge,
and Grabriel Adams and John E. Parke, Assooiate
Judges.
Moline; March 29th.
Peter Lehn was bound over to keep the peace, on
oath of his daughter Mary, who declared her father
had threatened to split her head with an axe.
Joseph Purcell, indicted for highway robbery, on
oath of Andrew Maxwell, plead guilty of stealing
the watch of Maxwell, on the morning of the fire in
the Fifth Ward, but that he was drunk when he com-
mitted the offense. The Court thought he was sober
when he sold the watch, and accordingly sentenced
him to three years in the Penitentiary.
The next case was that of the Commonwealth vs.
Hugh Larrison, a mere boy, eherged with assault and
battery with intent to kill. It seems that the boy
bad lost a game chicken, and on consulting a for
tune teller, she informed him he would find it at
M'Cully's glass house. He repaired thither and
charged one of the hands with the theft, when Rich.
and Braxton interfered, and attempted to put Larri
son out. Larrison drew a knife and inflicted a severe
wound on his hand. Verdict, guilty, with a recom
mendation to toe mercy of the Court.
Mrs. Geig was charged by Elizabeth Capps with
malicious mischief. The parties are neighbors, and
Mrs. Cupps declares the defendant wilfully threw
dust on the clothes she had hung out to dry. Found
guilty. Sentence deferred.
Stealing Chickens.—The Mayor had a colored man
Daniel Baptiste before him on Saturday afternoon,
charged with stealing chickens in the Market House.
The excuse he gave, for stealing them was an odd
ono, viz: that he took the chickens with him, while
he went after some change, in order to prevent any
ono from purchasing them during his absence. The
person from whom they were taken refusing to pros.

Another Thief Caught.—Mr. McDermott, the pro.
victor of the " Lamb Hotel" in tho Fifth Ward,
made information at the Mayor's office yesterday
morning against the notorious Charles Bothwell, for
stealing an overcoat, two hate, eight prinds of beef
steak, and a tin bucket, the property of Mr. McDeri.
mott and hie boarders. Charley was committed to
Jail to answer the charge.
William Mc Williams was committed to jail by
Mayor Stiackratti on Saturlay, charged with stealing
" hit " offancy articles from a pedlar named White,

A report from the Committee on ( ity Printing, en
closing a proposal for a compilation of the city cr di,
nanoPs for the sum of $4OO, was read, and a resolu
tion accompanying it referred to the Finance Com•
mitten. In C. 0. action concurred in.
A communication was read from W. H. Williams,
Esq., President of the Board of Trade, enclosing a
letter from Samar r t3azz m, who suggested that an
attorney should be sent to Harrisburg to attend the
informal mooting of t.l3<, i,ivnato to morrow. A rest..
lotion to this ofket was offered, which was lost. A
resolution was passed instructing dm- representatives
to veto against the repeal rf the tonnage tar. In
this action C. C. concurred.
A resolution approving of the proposed not of Aa.
sembly for the purpose of enabling the olty of Pitts
burgh to raise additional revenue, was read three
times and passed. C. C. concurred.
The remainder of the. business in this broach of
Councils was of minor importance.
Council adjourned.
In the Common Council, Mr. M'iielvy in the Asir.
Mr. Hunter presented a petition from the Fair
mount Fire Company, asttin,g. for nn appropriation
to put their apparatus iu good repair. The follow
ing resolution was, offered
Resolved, That the sum-of two hundred aud sev
enty dollars be and is hereoy at to par
chase three hundred feet of hose for the Fairmount
Engine Company.
The petition and imsolution were referred to the
Committee on Fire Engines and Hose. In S. C.
action concurred in.
A petition from citizens ut the Sixth Ward, asking
for the grading and paving of Uuion alley, was re
ferred to the Street C.mmittec. S. C. concurred.

Mr. M'Candlesa presented a petition fur the grading
and paving of Carpent r alley, in the Sixth Ward,
which was similarly referred. S. C. concurred.
gr. Erret presented a petition from certain fArmers,
asking to be protected against taxes imposed on them
in the Market House. Referred to Market Commit.

A report was read from the Mater Committee, con
cerning the application for water pipes on Duquesne
Way, accompanied by a resolution adding $548 to
the water appropriation, to be charged to the contin•
gent fund. The resolution was referred back to the
Water Committee, with instructions to inquire of the
persons wishing to use the pipes whether they will be
willing to incur the expense of laying down the
pipes, and re-imbursiug themselves out of the water
tax assessed on them.
A report was read from the Market Committee,
asking for the repeal of the ordinance passed March
15th, 1858, extending the fees for licenses of vo
hicles to the police. An ordinance repealing the
original ordinan 30 was read three times and passel.
S. C. non-concurred.
Mr. M'Candiess offered a resolution requesting
the Stree'. Committee to report progress at the next
meeting, which was read three times and passed. S.
C. concurred.
The ordinance passed at the last meeting, directing
the City Centrolier to refuse to pay the bill for ordi
nances of 1357 was repealed. S. C concurred.
A communication from the Controller, enclosing
bills f the fitting :up of his office, amounting to
$576,83, was refsrrod to Committee on Claims and
Account& S. C. concurred.
The roport of the Water Committee coming back
from S. C. non•conourred in, and the original rase•
lution passed, Common Council receded from their
original action, and substituted a resolution adding
the revenue from the watsr pipes to tho water appro
priation. S. C. non-conee trod, and appointed Messrs.
Moorhead and Herdwan a Committee of Conference;
Common Council appointed Messrs. Campbell and
Errett. The Conference Committee reported in favor
of adding the revenue specially to appr priation No.

Council adjourned.

and others, mid it far superior to oilier Soaps. It speedily re.
moves grease, tar, paint, printers' ink and dirt from the
hands, leaving the akin soft, and free from chapping.
To avoid the labor of rubbing the clothes, and the use of
the wash-board, the following directions should be followed:
For the washing of eight or ten of a family, take one
pound of Soup, cut it into shaviags, and dissolve In one
gallon of hot water; put tae clothes into a tub containing
about ten gallons of warm water; pour in the dissolved
Snap, and stir thoroughly. Let them soak twenty CO thirty
minutes, wring out, and rinse in warm water once, cold
water twice. A very dirty wrist-band, or seam, or grease
ep to, may require a aught rubbing, but otherwise the
clothes will come out clean and white, without rubbing or
boiling. Cold water may be used in place of hot, requiring
about double time in soaking.
